HomeMy WebLinkAbout1996 01-15 CC MINUTESMINUTES OF MEETING OF CITY COUNCIL OF CITY OF GEM LAKE January, 1996 The January meeting of the City Council of the City of Gem Lake was called to order on Monday, 15 January 1996, at 7:02 p.m. in the first floormeetingroom of Tousley Ford. Mayor Emeott, Council Members Kunin, Birkebak and Igo, Treasurer Nordstrom, and Clerk Magnuson were present, Also present was Mr. Rob Hansen. Following Mayor Emeott's request for additions, deletions or corrections of minutes distributed to the Council and questions thereto, the minutes of the 18 December 1995 City Council Meeting were, upon motion duly made (Kunin) and seconded (Birkebak), unanimously approved as presented. Following Mayor Emeott' s request for additions, deletions or corrections to the Agenda as. distributed to the Council, the Agenda for 15 January 1996 was, upon motion duly made (Kunin) and seconded (Igo), unanimously approved as presented. Progress on the updating of the Comprehensive Municipal Plan was then discussed with no action. taken. Mr Magnuson was asked to pursue development of a business questionnaire to be distributed. Mr. Magnuson then reported on the Boyer/Hansen prosecution matter with no action taken. Mr. Magnuson then reported on the efforts of Ward to develop a plan for loud speaker noise. abatement which will include White Bear Lake and . Vadnais Heights. Jim Robinson, White Bear Lake Planning Director, has indicated a willingness to assist in the matter. The year end recycling report, a copy of which is attached hereto as Exhibit "A", was then reviewed with no action taken. .Mr. Magnuson reported he continues to pursue Animal Control Services, but phone calls are not returned. The final analysis of law enforcement activities in Gem Lake was then reviewed, a copy of which is attached hereto as. Exhibit '"B" '. The information confirmed earlier reports that auto related business and the. business section in general continue to consume a disproportionate share of calls for service. Mr. Magnuson then reported that Big Fox and Little Fox signs will be installed in conjunction with. road improvements this spring. Consideration of the LMC Model Telecommunications Ordinance was tabled to March. Following discussion and upon motions duly made and seconded as noted in documents attached hereto as Exhibits "C" through "I", Resolutions No. 96-01, No. 96-02, No. 96-03, No: 96-04, No. 96-05, No. 96-06, and No. 96-07 were unanimously adopted. Resolution No. 96-08 was ratified and postponed for passage to February. Discussion of possible dates for a joint meeting with Vadnais Heights followed. Difficulties exist due to. Council and Staff schedules during the immediate weeks following. Mr. Magnuson was asked to pursue. A request to the White Bear Lions Club to co -fund the purchase of defibrillator sent by Law Enforce- ment Chair Birkebak was thenpresented and is attached hereto as Exhibit "J"; The Final 1996 Budget, ratified and adopted in. December, was presented for record. Mayor Emeott then reported that he attended the recent Annual Meeting of VLAWMO on Wednes- day, January 17th and found it quite informative. The Treasurer's Report, a copy of which is attached hereto as Exhibit "K", and indicating a balance in the General Fund of $76,177.18 and in the Sewer Fund of $32,127.03 was unanimously approved. Payment of bills totaling $10,374 45 and attached hereto as Exhibit "L" was, upon motion duly made and seconded, unanimously approved. There being no further business and upon motion duly made (Birkebak) and seconded (Igo), the meeting was adjourned at 8 10 pm. AUTHORED: 16 January 1996. Mn 55110 Dear Paul: The Gem Lake Planning Commission met Thursday, January 4, 1996, 7:30 PM, at Tousley Ford, the meeting having been rescheduled from. Monday, January 8, due to scheduling conflicts. Present were Gardner, T±tcomb, Nielsen, Docken, Bemis, Emeott, and Roger Bromander of SEH. Notice of the change in date was faxed to the White Bear Press on Friday morning, December 22, but was not published until January 3 due to the holidays. Because of the delayed publication, the Commission chose not to deal with any regular business, but rather held a workshop session on the on -going revision of the Comprehensive Plan. The meeting was adjourned at 10:00 PM. The next regular meeting of the Planning Commission is scheduled for Monday, February 12, 1996, 7:00 PM. Respectfully submitted, David K.
