CITY OF' GEM LAKE <br />MINUTES OF CITY COUNCIL MEETING. <br />August, 1998 <br />The August meeting of the City Council of the City of Gem Lake was called toorder by Mayor .Erneott.on Monday, 17. <br />August 1998,.at:7:20 p.m. in the first floor meeting room of Tousle), Ford. Mayor &neon, Council Members Birkebak,;Kunin,. <br />and Nielsen,. Treasurer Nordstrom, and Clerk Magnuson were present. Also present were Jim Lindner,Sandy Kuchenmeister,. <br />Vern Grundhoffer, George Jungrnan, Bill Flaspeter, and Michelle Vining. <br />Following Mayor Emeott's request for additions, deletions, or corrections, the followingwere unanimously approved <br />as presented: 1) 20 July 1998 Council Minutes on Motion by Kunin, Second by Birkebak; 2) 17 August 1998.Council Agenda. <br />on Motion by Birkebak, Second by Nielsen, <br />Following discussion of Public Hearing No. 98-04 and on motion by Birkebak,. Second by Nielsen, property owned by <br />Kuchenmeister as PIN #22-30-�2.44-0013-1 and property owned by the City of Gem Lake as PIN #22-30-22-0014-4 were <br />unanimously re -zoned from General Business (GB) to Residential 4 (R 4). The Clerk. was ordered to identify the change to the <br />City Engineer and order map revisions. <br />Discussion of the Watershed Management Plan section of the Comprehensive Municipal Plan was continued. <br />A letter from Cynthia Drake of.SEH regarding the White Bear Montessori. Plan was presented relating to ingress and <br />egress issues and will be filed with Site Development Plans. Copies need to be forwarded to Peter Hilger and Jim Arend. <br />Discussion of code violations followed.: Magnuson reported: 1) Kuchenmeister requires one more: inspection; 2) Thury <br />matter remains unresolved; 3) Jungman matter is resolved (Mr. Jungman presented his case and invited inspection); 4) Fuchs <br />matter is partially resolved, 5) GranIund matter is resolved although there should be additional inspections and followup <br />regarding existing materials that have been duinped. <br />Emeott reported that he executed the Developer's Agreement for the White Bear Montessori School this afternoon. <br />Discussion of alcohol compliance checks was continued. <br />Budget matters for 1999 were discussed and the consensus was reached to not raise taxes in 1999.. <br />Discussion followed with Kuchenmeister regarding the possible acquisition of the Ayde/Gem Lake property adjacent <br />her parcel. The Clerk suggested that the City consider conveying the land to Kuchenmeister for the sum of $1.00 andother good <br />and valuable.. consideration in the fonn of removing all dumped materials from the property:. Kuchenmeisterexpressed an interest <br />in the proposal. The Clerk will research the matter with the City Attorney and report in September. <br />Discussion followed regarding the Livable Communities Act: proposed by the. Metropolitan Council. The City continues. <br />to have no interest in participating. <br />Discussion followed regarding contact with the Clerk bya developer who was interested in placing 16 or .more. <br />townhomes on the Tevlin property on Scheunernan road. The Clerk indicated he hadreferred the matter to the Mayor and <br />Planning Commission. <br />The Clerknoted that he had published public notification of filing dates (08/25/98-09/08/98) for candidacy in Gem Lake <br />for the General Election on November 3, 1998,.with said notice to be published on 39. August 1998.: An Affidavit of Candidacy <br />wasgiven to each incumbent forwhom terms were to be considered at the General Election. <br />Nordstrom presented the Treasurer's Report, a copy of which is attached hereto as Exhibit "A", and indicating a balance <br />in the City's: General Fund of $65,87.6.72 and in the City's Sewer Fund of.$222,714.38. Motion by Nielsen, second by Kunin to <br />approve the report was carried unanimously. <br />Payment of bills for August totaling $ 8,657.10 and attached 13ereto.as Exhibit "B was presented.
