CITY OF GEM LAKE <br />MINUTES OF CITY COUNCIL MEETING <br />December, 1998 <br />The December meeting of the City Council of the City of Gem Lakewascalled to order by Mayor Emeott on Monday, 21 <br />December 1998, at 7:05 p.m, in the first floor meeting room of Tousley Ford. Mayor Emeott, Council Members Birkebak, Kunin, <br />and Igo, Treasurer Nordstrom, and Clerk Magnuson were present. Also present was Geni Lake resident and Planning Commission. <br />member Jim Lindner. <br />Following Mayor Emeott's request for additions, deletions, or corrections, thefollowing were .unanimously approved.. as <br />presented: .1):23 November. 1998 City Council Minutes as presented on Motion by Igo, Second by Birkebak; 2) 21 December 1998 <br />City Council Agenda as presented on motion by Igo, Second by Birkebak. <br />The Clerk then distributed an in-house communications directory listing all possible avenues of communication for all. City <br />elected and appointed officials and asked that additions, deletions and corrections be forwarded to the Clerk's office as soon as <br />possible. <br />Mayor .Eineott presented the work assignments,.. attached hereto as Exhibit "A", he and Mr. 1oeschler havediscussed and <br />distributed: to the members of the Planning Commission and City staff Emeott also discussed a "Land Use Matrix" he is developing.. <br />to simplify. identification of appropriate uses within the City's various zoning districts. Magnuson reported he has spoken with Mr. <br />Arend regarding the issuance of building permits and all permit applications will first be sent to the Clerk who will assignnumbers <br />prior to forwarding.. same to. Arend for approval and permit issuance. Mr. Lindner and the Council then discussed progress on the <br />City water project. Discussion of the Kahl and Murphy projects followed with no action taken. <br />Magnuson presented a notice that a Ramsey County Bike and Rail Trails meeting will be held on. Januaiy 14`''. Magnuson <br />noted that if rail proposals to use the rail corridor along the. City's northern border are approved, noise abatement will be a <br />significant issue for the residents along Goose lake Road. <br />Botli Mr. Igo.'and Mr. Lindner noted significant continued noise from operations. at Custom Thenitoform have been identified <br />by residents along Goose Lake Road as well as themselves. <br />Discussion of definitions of what constitutes "Livable Communities" from the League of MN Cities was distributed for <br />consideration when the Council addresses amendments to the Comprehensive Plan. <br />Birkebak reported ona probable three (3%) percent increase in law enforceinent costs in years 2000 and 200] due to contract <br />expiration and renegotiation with sheriff's deputies. The combination .of Maplewood dispatching. by Ramsey County was also. <br />discussed. <br />Upon motion: (Igo) and second (Birkebak), Resolution No. 98-09 establishing the City's 1999 Fee Scheduleandattached. <br />hereto as Exhibit "B" was unanimously approved. <br />Upon. motion (Kunin) and second (Igo), Resolution. No. 98-10 establishing the City's 1999.Sewer Rate Fee Schedule and <br />attached hereto. as. Exhibit "C" wasunanimously approved. <br />Upon motion (Igo) and second (Birkebak), Resolution No. 98-11 approving renewal of Hoffman Comer .Oil's1999 Retail <br />Tobacco Resellers License and attached hereto as Exhibit ".D was unanimously approved, contingentizpon .receipt of full payment <br />and: a completed application. <br />Upon motion (Igo) and. second (Kunin), Resolution No. 98-12 approving renewal of Country Lounge's 1999 Retail Tobacco <br />Resellers Licenseand attached hereto as Exhibit "E" was unanimously approved, contingent upon receipt of frill payment and a <br />completed application. <br />Upon motion (Birkebak) and second (Kunin), Resolution No. 98-13 approving renewal of Cafe Craving's 1999 On -Sale and <br />Special Sunday On -Sale Non -Intoxicating (Wine and Beer) Liquor License and: attached hereto. as Exhibit "F" was unanimously <br />approved, contingent uponreceipt of full payment and a completed application. <br />Page. 1 of 2 <br />
