CITY OF GEM LAKE <br />MINUTES OF CITY COUNCIL MEETING <br />MARCH, 2005 <br />The March, 2005 regular meeting of the City Council of the City of Gem Lake was called to order by Mayor <br />on Monday, 21 March 2005, at 7:00 PM in the first floor meeting room of Tousley Ford. Mayor Emeott, Councilors <br />Bosak, Schilling and Watson, and Clerk Magnuson were present. Also present were. Jim. Lindner of the Planning <br />Commission, Jim McNulty, Gary Johnson (McNulty Engineer) and Kristine Lange (McNulty Attorney). <br />Following Mayor Emeott's request for additions, deletions,. or corrections, the following actions were taken: 1). <br />unanimous approval of the Minutes of the 28 February 2005 City Council Annual NPDES Community Meeting as <br />presented on motion by Bosak, Second by Schilling; 2) unanimous approval of the 28 February 2005 City Council <br />meeting as presented on Motion by Schilling, Second by Watson; 3) unanimous approval of the City Council Meeting. <br />Agenda for 2.1 March 2005as presented on Motion by Bosak, Second by Watson. <br />Magnuson then reported on the HCO/Marathon restaurant project and their need to identify an onsite parking plan <br />prior to opening. <br />Magnuson then reportedon forward movement of the County E/Highway 61reconstruction project stating that he <br />is working with area businesses and land owners to secure the needed easements in anticipation of forwarding the entire <br />design package to MniDOT in April. Magnuson also reported that the project has been identified on the Ramsey County <br />Department of Public Works Capital Projects Schedule for 2005. <br />Magnuson then reported McNulty's request for Final Plat Approval regarding Hillary Farm, indicating there are <br />several items remaining prior to issuance of the approval. Gary Johnsonwas then recognized and he, in conjunction with <br />Mr. McNulty and Attorney Longe, provided updated information on the development. Following discussion and on <br />Motion by Bosak, Second. by Schilling to empower the Mayor and City Clerk to execute the Final Plat for filing subject <br />to satisfaction of eleven. (11) stated conditions was approved ona vote of eighty (80%) percent with Rasmussen absent. <br />Discussion of off sale beer at HCOfMarathon followed. Watson, Bosak and Emeott aIl spoke in opposition tothe <br />idea.. Magnuson was charged with determining the state's position on issuance of such licenses and determine what the <br />City is required to do. <br />Motion by Watson, Second by Schilling to approve the revised fee schedule submitted by SEH and to empower the <br />City. Clerk to execute same on behalf of the City was unanimously approved. <br />Motion by Bosak and second by Watson to accept the 2004 Unaudited Financial Report as prepared. by Magnuson <br />and the March Treasurer's Reports as prepared by Cobian which indicate balances in the General Fund of $.106845.82, <br />in the Sewer. Fund of $123,444.48, in the Capital Projects Fund of $273,979.90, andin the Gem Lake Bond Debt Service <br />Fund of $26,868.85 were unanimously approved. Accounts Payable for February/March totaling $15,005.42 was. <br />unanimously approved. <br />The next meeting of the Gem Lake. City Council is scheduled. for 1.8 April 2005. There.. being no further business, <br />motion by Bosak: and second by Schilling to adjourn at 8:40.
