CITY OF GEM LAKE <br />MINUTES OF CITY COUNCIL MEETING <br />AUGUST, 2005 <br />The August, 2005 regular nieeting ofthe City Council of the City of Gem Lake was called to order by Mayor Emeott <br />on Monday, 15 August 2005, at 7; 17 PM in the first flow meeting room of Tousley Ford. Mayor Emeott, Councilors <br />Bosak, Schilling and Rasmussen and Clerk Magnusonwere present. Also present were, Mr. Hoeschler and Mr. Lindner <br />ofthe Planning Commission, Jennifer Klennert orWaste Management, Gretchen and Dale Swotnley, Mary Bauer of the <br />Pioneer Press, Heather Arens as Court Reporter. for McNulty, Rick Rosow as. Attorney fore McNulty,. Roger Anderson <br />as Engineer for McNulty, Jim McNulty, Felicity Fruken of McNulty, Cheryl Granlund, and. Bryan I-Iansen,. <br />Following Mayor Eineott's request for additions, deletions, or corrections,: the following actions were taken; 1) <br />unanimous approval of the Minutes of the 18 July2005 City Council meeting as presented on Motion by Bosak; Second <br />by Schilling; 2) unanimous approval of the City Council Meeting Agenda. for 15 July 2005 as amended on Motion by <br />Schilling, Second by Rasmussen. <br />Mr. Magnuson then made General Announceinents. <br />Mr. Hoesehler was recogit i ze d and reported t h a t th ree (3) public hearingswere held be t ore the Planning C o iri ni i s s i o n <br />:on 02. Augaist`2005. to consider proposed atnendtnents to Ordinances 43 :(Zoning).and 58 (Subdivision) and to consider <br />proposed Ordinance No. 69 (Animal Control). Referencing his Minutes ofthe hearings, Mi-. Hoeschler reported on the <br />essence of continents: received. Regarding proposed changes to Ordinance No. 43F, Mr. Hoeschler stated that the <br />Planning Commission voted unanimously to send forth recomniendations in the form ofResolution No. 2005-16 to adopt <br />changes proposed in document.:".CJrdindnce No. 43G Redline".except that Section 15 changesare withdrawn pending <br />further review by the Planning Commission and acknowledginentof the two (2) year period duringwhich Mr. McNulty's <br />development would not be subject to the changes.. Regarding proposed changes to Ordinance No. 58A, Mr. 1-loeschler <br />stated that the Planning Coinmission voted unanimously to send forth reconmiendations inthe: form of Resolution No: <br />2005-17. toadopt changesproposed in document "0rdinastce No..i{13 Redline" except that in definitions regarding ;set- <br />backs,. the term " uiiprovenienl.s" was replaced with.` 1S7S rind structures".. Regarding adoption.of proposed Ordinance <br />No. 69, Draft 1, Mr. Hoeschler reported thatthe matter has been held over as a few minor inconsistencies need to be <br />addressed and that the: Planning Cotnmissi.on will make a final review, incorporate public comments from 02 August <br />2005.and send the matter forth for consideration by the City. Council in September. <br />Magnuson then reported on a pending application for variance by Granlund with no action. taken. Mrs. Granlund <br />then. handed their application to the Clerk for processing. <br />Magnuson :then reported on Scheuneran Road stating road work is near completion and discussion of the sewer <br />system concerns needs tobe addressed so the projectcan be completed, the potential defect issueresolved to the mutual <br />satisfaction ofthe parties, the, contractor paid, and assessment hearings scheduled. <br />Magnusonthen reported the Highway 61 /County Road E improvementproject continues to be delayed due to the <br />State shutdown. Magnuson has left it that Ramsey Countywill advise forward movement, <br />Magnuson reported that he has heard positive conversation regarding his proposal to Ramsey County to extend <br />Goose Lake Road eastward along what appears to be an active easement through to Hoffman Road. installing stop signs <br />on northand south bound Otter Lake Road and closing. the Scheunernan Road connection to Hoffman Road. A copy of <br />his Ietter to. Mr. Haider at Ramsey County Public Works was distributed to the Council. <br />Magnuson reported that he has been advised White Bear Township has successfully acquired the. Cartier property <br />for the:.Coniimtnity Hall Projeet and will begin theenvironmental work in the near future, A joint meeting with the.: White <br />Beni' Township Board of: Supervisors its ill Most likely .be appropriateto appoint an oversight committee to begin work <br />onthe project. <br />Magnuson. reported he .and Mayor Emeott met with SEH:regarding city water. .Magn uson will meet next week.to <br />discuss. tlie matter with City Engineer Mark Burchand will report back to the Council. <br />Magnuson reported he has advised city engineer Parotti of the Council's desire to hiclude sewer and water in the <br />200.6.street improventent plan feas.ability study and ihat Parotti has responded affirmatively, <br />
