OF CITY OF GEM LAKE
The April meeting of the City Council of the City of Gem Lake was.
called to order on Monday 1.8 April 1994, at 7:08 p.m. in the first
floor meeting room of Tousley Ford, Mayor Emeott, Councilmembers. Niel
sen, Igo., and McPhillips, Clerk Magnuson, Bui1dng Inspector Arend, and
Treasurer Nordstrom were present. Also present were Gem Lake residents
Ron and P.am Docken.
The minutes of the 28 March 1994 Public Hearing and City Council
Meeting were, upon motion duly made and seconded, unanimously approved.
with amendments.
Mayor Emeott then indicated that there has been no meeting of the
Gem Lake Planning ;Commission..
Mr. & Mrs. Docken were then recognized. They requested a variance
from the Zoning Ordinance regarding required set -backs so that they may
construct an attached garage. Building Inspector Arend stated that their
set -back is currently inadequate due to the abandoned roadway to the.
east and south of their property. Discussion of the abandoned roadway
then followed. with Mayor Emeott stating that the lands have been.aban-
doned by both the City and Ramsey County and that previous attempts to
get adjacent property owners to claim the land had been ineffective.
Mayor Emeott suggested, with Council support, that a neighborhood meet-
ing be held and that all adjacent land owners survey the abandoned land
and lay appropriate claim to same asextensions of their property. By
doing this, the Docken variance request would be unnecessary. Following
further discussion and in accordance with the recommendation of the.
Planning Commission's acting chair, Judson Bemis, the Docken's Request
For Variance was denied due to lack of motion.
The Recycling Reports for February, 1994 and March, 1934 Were pre-
sented and are attached as Exhibits "A" and "B".•Discussion of delivery
of recycling bulletins ensued as several. residents stated they have not
received same. It was: decided tbi reprint and redeliver notices.
Mr: Magnuson then presented the proposed 1994 budget from Ramsey
County for 1995 Law Enforcement. After review and upon motion duly made
(McPhillips) and seconded (Nielsen)`, the budget was approved and the
Clerk notified to advise Ramsey County.
The Clerk then noted that a business roster and letter were being
prepared for implementation of the Fire Inspection Program. The list
will be forwarded to Tim Vadnais and letters forwarded to Gem Lake
business residents.
The Clerk then reported that a meeting to review Goose: Lake Road.
and Otter Lake Road signs with Dan Solar, Ramsey County Engineer, for
improvements and additions resulted in additional signs being installed
along Goose Lake Road.

The Clerk then reported he will contact T.A. Schifsky to obtain a
bid for street repairs necessary on Big Fox, Little Fox, Haven and
Tessier. Relative to Septic Inspections, the Clerk has provided a new
voter registration list for Gem Lake from Ramsey County to finalize the
data base for inspections to begin in late April or early May. The Clerk
has also received a report from Ramsey County Property Taxation regard-
ing property ownership, PIN # and street address in the City.
Relative to Sewer Billing, the Treasurer and Mayor indicated that.
first bills: at newly prescribed rates have been mailed and payments are
already being received without comment.
Mayor Emeott then presented a request from the Girl Scout Council
for official recognition of a Gem Lake youth who will receive a Gold
Award on.19 May. The Girl Scout Council has asked a City representative
to bepresent and ❑ffer the award plus additional City recognition.
The Treasurer's Report, a copy of which is attached hereto as
Exhibit "C" and indicatinga balance in. the .General Fund of $74,973.91
and in the Sewer Fund of $30,4.59.01 was, upon motion duly made and
seconded, unanimously approved.
Payment of bills totaling $1,852.1O, a copy of which is attached
hereto as Exhibit "D", was unanimously approved with amendments.
The 1994 Unaudited Financial Statement was then presented and upon
motion duly made (.McPhillips) and seconded {Nielsen}, was unanimously
approved and ordered for publication in the City's Legal Publication.
At the suggestion of Clerk Magnuson, purchase of a Certificate ❑f
Deposit in the amount o.f. the Parks & Playgrounds Fund was, upon motion
duly made (McPhillips) and .seconded (Igo), unanimously approved.. The
Clerk and Treasurer were charged with obtaining same..
There being no further business, the meeting was, upon motion duly
made and seconded, adjourned at 840 pm.
