CITY OF GEM LAKE <br />CITY COUNCIL WORKSHOP MINUTES <br />05: SEPTEMBER 2006 <br />The September 200E City Council Workshop was called to order by Mayor Emeott at 7:00PM. Mayor Enieott <br />thanked'those in attendance for participating in this evenings workshopnoting.. input from the community will enhance <br />these efforts as time passes. Although a general agenda has been prepared, no formal agenda will beused and, thus, no <br />agenda approval will be necessary. Thosepresent were encouraged to participate and,. to the :extent time allows, hopefully <br />all will he heard. <br />In attendance for:our benefit this evening. are: Phyllis Hanson (Metropolitan Council Planning), Georgiana Hilker <br />(Metropolitan Council Represe.ntative:for Gem Lake), and Kyle Colvin.fMetropolitan Council Environmental. Services). <br />In consideration of our guests from the Metropolitan Council; the agenda was amended to provide for presentation of <br />questions andanswers.by Metropolitan Council representatives, While the discussion included manytopics of concern <br />to both Gem Lake andthe Met Council, the discussion. included focused concern over interpretation. ofthe Met Council's <br />System Statement.for Gem .Lake and Ms: Hanson .was asked to clarify several items; including.how density would be <br />determined.. Ms. Hanson indicated the density.of3-5 unitsper'acre is based upon an average density for alldeveiopable <br />land in Geni Lake. Ms. Hanson agreed that very high density project suchas condominiums atHoffman's Coriiers.could <br />be averaged with a. niedium or lower density project.at the Hartford project to achieve the 3-5 .unit.average required. <br />There.was also substantial•discussion ofhow flow capacities on the various interceptors serving,Gem Lake would. affect <br />development and Mr. Colvin indicated he will gladlywork:with Gent Lake to clarify this matter and discuss alternatives. <br />Following additional questions and answers from the Council; staff. and those present. Mayor Emeott thanked Ms: <br />Hanson, Ms. Hilker and Mr:: Colvin for their attendance,, insight and wil]ingness.to work with Gem Lake going forward. <br />Brief staff and councilor reports on elections, meeting schedule revisions, website development, public relations, <br />"36 Point List", City Limit Signs, Joint City Hall Project, 2008 Comprehensive Municipal Plan and the pending <br />developments of the Hansen. and Hofftnan Corners areas followed. <br />A .brief report: on the development of both Planned Unit Development (PUD) and Residential Mixed Use (RMU) <br />sections for the. Zoning Ordinance. followed. <br />Discussion of future: topics for November and December followed. It was determined that grants, revenue streams <br />and property taxes along with discussion ofthe Comp Plan questionnaire were areas in need ofexamination and the Clerk <br />was asked to look into presentations. <br />Mr. Joe Egge. of Stallion Development (St. Michael, MN) was introduced. by Mr. Magnuson. Mr. Egge indicated <br />he has secured a purchase agreement. from Mr. Schwinnfor the 6 +/- acres in Hunter's Run which includes the old <br />Daniel's barn and is interested in working with the City to develop the property. He indicated his appearance tonight is <br />to determine the City's interest in working with him on such a project. Following discussion of pendingadjacent <br />development by Hartford Group, Mr. Egge was invited to submit a preliminary statement of how he might like to <br />proceed. <br />Mayor Emeott then indicatedthat: education is oneof the key elements of the City Council workshops and this. <br />evenings presentations are designed to assist both.. the City Council and Planning Corrmiission in working on current and <br />pending projects witha greater understanding of outcome based processes. Mayor Emeott then encouraged those present <br />to attend the October workshop which will include a presentation by SEH, Inc. of the City Water Plan which has been <br />in development for several months and is now. complete.
