Commissioners Lindner and. Craig Rafferty and Derek Wippich were present. Also present were Beth Herzog, Kim Anderson, Torn Hansen, and Paul Emeott. Comprehensive Plan We reviewed Section 9 "Housing" of the 1997 Comprehensive Plan. First we looked at the text and determined that all statistics need to be updated with the most current data available. We also concluded there are subjective phrases in this section that need to be removed. JL will work with SEH to come up with wording we want to include in our. 2008 plan. The main theme of the 1997 plan is the statement on single family housing being dominant in the city. While this will remain largely true we do intend to allow some multi -unit housing in the Marc Putman's "Gateway" planning district. Paul Emeott said the City Council is working on a housing maintenance ordinance that will compliment the goals recommended in the 1997 plan. But there exists statements. that fire opinions and unnecessary comments that need to be removed. We feel this will shorten considerably the length of any new housing section. 1997 plan Section 9.2 covers housing goals and policies. Here is a rundown of each goal: A. Drop this goal. *B. Need to determine what this would mean C. Retain D. Retain E. Retain but combine with goal D. above F, Retain but drop the subjective comment on low and moderate income. All housing in. Gem Lake must adhere to the highest community standards. G. Retain but drop the subjective text on low and moderate income households.. H. Retain but shorten to a statement on buffering. I. Retain and expand to any type of grants or credits available to homeowners today. J. Drop as this has been accomplished with the Lake Area Bus. K. Drop as this has been achieved. L. Drop this goal M. Retain as there may be future opportunities similar to the Boulders project. *While we generally do not oppose the "Livable Communities Act" we need to learn just what this would require of our city should we choose to participate. Learning more details on this act is key if we are to include it as a goal in the 2008 plan. It is a carryover from the 1997 plan, though it was never fully defined in that document. Look for us on the World Wide Web. at.gemlakemn.org We also came up with two new goals: N. Consider developing an Estate Zoning ordinance with relevant housing codes. O. Develop the Gateway District with multi -use housing opportunities Estate Zoning We next discussed how estate zoning would best protect areas of the city that we do not expect to develop during this comprehensive plan cycle. This is not to say such areas cannot be developed, but rather enables us to get our 2008 plan approved without bogging the planning process down in details of sewer and roads. Any proposed development in this area would be considered as the opportunities present themselves. Estate zoning would not Supplant R-1 zoning. Estate zoning would cover those lands around the lake that were typically considered "estates" as they were developed. The current R-1 area of Little Fox and Big Fox, as well as the Tom Hansen parcel, would remain R-1 as these lots while big do not have the appearance of "estates. We discussed some potential minimum tot sizes to qualify as an estate, five acres being apossible minimum. But for comprehensive planning purposes we do not need to define the details of lot area only that the concept be defined in a way consistent with a planning tool. The real intent of the estate zoning would be to protect unsewered lots from pressures for development. Presentations from the floor Tom Hansen read an article from the December 19 White Bear Press that spoke of Putman's concept of moving Tousley Ford across the road to the Barnett site. While such a concept may have its place in a planning guideline, the reality of a statement caused trepidation among employees of Tousley, Tom asked that the city be more diligent in giving information to the media. Paul Emeott clarified the extent of the moratorium area. It covers all the Gem Lake "Business District" from Hoffnnan's Corners to Nelson. Marine and the Hansen parcels along County Road E. Paul also noted a discrepancy with the zoning map as a resident appealed to Ramsey County officials to have a tract zoned as GBII reassessed as R-2. Our need is to rezone this parcel from GBII to R-2. Adjournment. There being no additional business, Chairman Lindner adjourned tonight's meeting at 8:55.
