CITY OF GEM LAKE <br />4707 Hwy 61 #253 <br />White Bear Lake, MN 55110-3227 <br />Minutes of Gem Lake City Council Meeting <br />19 February 2008. <br />The regular meeting of the City Council of the City of Gem Lake was called to order by Mayor Emeott on <br />Tuesday, February 19, 2008 at 7:08 pm in the Gem Lake. City Hall meeting. room. Mayor Emeott, Councilors <br />Rasmussen, Artig-Swom[ey, and Watson were present. Also present was City Attorney Trevor Oliver. Other <br />members of the public were also in attendance per the sign in sheet sent around the room. <br />APPROVAL OF AGENDA AND MEETING MINUTES <br />Minutes of City Council meeting of January 2008: Minutes from. the January 2008 City Council meeting <br />were reviewed by Council members. Motion by Artig-SwomleY, Second by Rasmussen to approve the January 2008 <br />Gem Lake City Council meeting minutes with correction was Unanimously approved by voice vote. Correction to <br />make is under Old Business — City MS4 report. "No report. Councilor Rasmussen Watson is not in attendance." <br />City Council Agenda for this meeting: Mayor Emeott called for additions, deletionsand corrections to the <br />agenda. Changes weremade to the agenda as follows: 1) Under Old Business — Discussion about. City Hall Grand <br />Opening Celebration and 2) Under New Business — Newsletter. Motion by Rasmussen, Second by Artig-Swomley to <br />approve agenda with the above additions. <br />PUBLIC NOTICES <br />None <br />PRESENTATIONS FROM THE FLOOR: <br />None <br />COMMITTEE REPORTS <br />Planning Commission February meeting report (Jim Lindner): Jim Lindner was not present to. report. <br />Mayor Emeottsummarized the February Planning Commission meeting as a discussion. of .land -use in residential <br />areas. The Planning Commission hasdevelopeda colored map of the city with new proposed residential areas. <br />shaded three colors. The first issingle family estates described as lots greater than 5 buildable acres in size and <br />includes the houses around Gem Lake. The second is single family executive described as lots greater than 3 <br />buildable acres in sizes and included much of Hillary Farms. The third is single family described as lots less than 3 <br />acresin size. Fine tuning of the map and the subgroups still needs to be done but the SEH plannerfeels the city is <br />well underway with future planning of the residential areas in Gem Lake. <br />Resident Robert Upson raised a concern about the potential density of future housing for the Tom Hanson parcel <br />adjacent to his lot. In summary, he believesthat the City needs to submit a Comprehensive Plan using current City <br />zoning ordinances not.. using Guidelines (Putman Planning Guidelines) that are yet to be developed into ordinances. <br />Mayor Emeott: stated that Mr. Upson needs to be sure his concerns are brought up to the Planning Commission. Mr. <br />Upson stated that he has and isregularlyattending these meetings. <br />Attorney Oliver responded by stating that he feels that inclusion of new potential residential densities in the <br />Comprehensive Plan with the Putman Planning Guidelines included as an addendumis a clear concept plan that <br />would allow the city to move ahead with defining what the city would like to see in the next ten years. Attorney <br />Oliver reminded the. Council that the Met. Council needs at least five years notice for sewer additions.
