Minutes. of Gem Lake City Council Meeting
18 March 2008
The regular meeting of the City CounciI of the City of Gem Lake was called toorder by Mayor Emeott on
Tuesday, March 18, 2008 at 7:03 pm in Heritage Hall meeting room. Mayor Emeott, Councilors Artig-Swomley, and
Schilling were present. Also present was City Attorney Trevor Oliver. Other members of the public were also in
attendance per the sign in sheet sent. around the room.
APPROVAL OF AGENDA AND. MEETING MINUTES
Minutes of City Council meeting of. February 2008: Minutes from the February 2008 City Council meeting
were reviewed by Council members. Motion by Artig-Swomley, Second by Schilling to approve the February 2008
City Council meeting minutes with correction on page 3 was unanimously approved by voice vote.
City Council Agenda for this meeting: Mayor Emeott called for additions, deletions and correctionsto the
agenda. Changes were made to theagenda as follows: 1) Under New Business, addition of F) Additional Job
Description -- City Secretary, and 2) under New Business, addition of G) Mail drop box, and 2) under New Business,
addition of H) League of MN Cities. Motion by. Schilling, Second by Artig-Swomley to approve agenda with the
above additions was unanimously approved by voice vote.
PUBLIC NOTICES
City of Gem Lake data for community showcase — Ramsey County Fair —Mayor Emeott announced that
Ramsey County is having a city day on. July. I1`..Each city is welcome to showcase items relatedto their city or
include a funfact aboutthe city. Councilor.Artig-Swomley suggestedthat if a giveaway is needed, the city could
provide a 50% discount for rental of the conference room in the new Heritage Hall.

COMMITTEE REPORTS
Planning Commission revised August and September meeting. report (Jinn Lindner):. Jim Lindner was not
present.. Motion by. Schilling, Second by Artig-Swomley to approve the March meetingreports was unanimously
approved by voice vote.
OLD BUSINESS
A) City MS4 report for2006. (Watson): No report.
B) Grand. Opening of Heritage Hall — Results: Thegrand opening of Heritage. Hall was a great success. Over
three times the number of anticipated people showed up. This was in part due to the sheriff's department sendingout
a phone message to all Gem Lake and White Bear Township residents inviting them to the open house. The city
council wouldlike to thank the Ramsey County Sheriff and Fire Department for their support and help: It was noted
that residents wereasking for a stop sign at the corner of Goose Lake. Road and Otter Lake Road at the Grand
Opening.

C) City Newsletter (Artig-Swomley): Councilor Artig-Swomley provided a handout with several possible
stories for the April Newsletter. Itwas discussed that Meet the Mayor would be planned for the 2" d Tuesday of the
Month from 6 30p.m. to 8:30 p.m. This will start April 10t. It was also discussed that additional copies will be.
made so some can be placed at Heritage Hall.
NEW BUSINESS
A) Approval of payment of claims for February - March 2008: Mayor Emeott referred the Council to the.
listing of payments requiring approval. Payment ofclaims for timeperiod above was unanimously approved as
indicated by Councilor's signatures on this document. Mayor Erneott stated that with the failure of investment firms,
he hasverified with city treasurer Jessie Hart, that money in the city checkbook is insured up to..$100,000.
B) Joint Powers. Agreement (JPA) with Roseville for data services: The city of Roseville, under ajoint
powers agreement, can provide data services to City of Gem Lake for $1200 for another year. Attorney Oliver stated
that an additionalstatement wasadded to the IPA with an indemnity clause. Motion by Schilling, Second by Artig-
Swomley to approve. the JPA was unanimously approved by voice. vote.
C) Pernnits and Inspection Software — purchase software: Mayor Emeott stated that City Treasurer is
suggesting that the city of Gem Lake purchase Permit and Inspection: software instead of keeping this on an excel
spreadsheet. This software allows for the record keeping, permitting and querying of permits all through one.
program. The progress of permits will be accessible by staff at either Heritage Hall or the White Bear Township
office, Gem Lake is not able to use White Bear Township's license. The cost will be.$1495. Motion by Schilling,
Seconded by Artig-Swomley for .purchase .of this software was unanimously approved by voice vote.
D) Approve Licences for:
1) Resolution 2008-05— On -Sale Liquor License for Gem Lake Hills LLC and Sunday On -Sale License for
Gem Lake Hills LLC.
2) Resolution 200.8-06
Country Lounge.
3) Resolution 2008-07 —
4) Resolution 2008-08
-. On -Sale. Liquor License for Country Lounge and Sunday Oil -Sale License for
Wine License for Cafe Cravings
— Retail Tobacco License for Country Lounge.
There will be a change in the time period for which these licenses will be issued. They will be issued for 1/1/2008 —
1/1/2009 instead of from April. to April. Motion by Schilling, Seconded Artig-Swomley for allfour of these
resolutions was unanimously approvedby voice vote.
E) Costs for use of. Heritage Hall: Mayor Emeott stated that several requests have been made to use the
Heritage Hall large conference. room. Councilor Schilling reported on what other businesses in the area charge for
rental: of their: conference rooms. After much discussion, it was decided that there will be a discount provided to
residents of the City of Gem Lake and White Bear Township. In summary; the Heritage Hall large conference hall
may be rented Monday— Friday for a cost of $50/hour with a two hour minimum with the following exception.
Friday through Sunday night rate will be $I00lhour witha two hour minimum. Residents will be given a 50%
discount on this fee. In addition, a $30 cleaningfeewill be charged and a $100 refundable deposit will be required.
The refundable deposit will be released after the room has been cleanedand inspected for damage. Since the
budding does not have kitchen facilities or tables, if food will .be brought in for an event, one of the approved
catering services on the contract must be used. No liquor may be served or consumed on the premise at this time.
The room may be rented out no greater than 3 months in advance and is on a first come first served basis.
Nonprofit/governmental agencies that service the City of Gem .Lake and White Bear Township may request use
of the room on a space availability basis at only the cost of the cleaning fee of $30.
F) Job Description — City Secretary: Mayor Emeott provided a written copy of a job description asagreed
upon by both the new city secretary and Mayor Emeott. The secretary will report to Mayor Emeott directly and will
be assigned tasks accordingly.: It was suggestedthat a line items for "Helping with the newsletter" and a finalone
stating "Other job duties as assigned" should be. added.

G) Mail Drop Box (Artig-Swomley): Councilor Artig-Swomley contacted the Post Office todetermine if a
blue mail box could be placed on the property. The Post Office will respond back in four -six weeks but it doesn't
look likely as there are other boxes within 2 miles of this location.
H) Annual League of MN Cities: Councilor Artig-Swomley received literature on this conference being held.
in Rochester and recommends that one of the city councilmembers attends.
PRESENTATIONS FROM THE FLOOR
A suggestion was made from the floor that thecity secretary be trained as a notary. public.
A discussion about the needed cleanup of the HCO property occurred. The property is in receivership and has
abandoned cars andgarbage onthe property. Attorney Oliver suggested that an attempt be made to contact someone
and serve. a 30 day notice. The city could contract to have a work crew come in and clean the property up and then
assess the cost back to the property tax billfor collection.

Next City Council Workshop — Monday, April 7, 2008 at 7:00 p.m. in the City Hall meeting room.
Next City Council Meeting— Tuesday, April 15, 2008 at 7:00 p.m. in the City Hall meeting room.
