Open Forum Concept for Potential Development Projects: Chairman
Rafferty will invite Bill Short, Clerk of White Bear Township, at the next Planning
Commission meeting to have a discussion on what the Township does.
Discussion was around having an open agenda item at each Planning
Commission meeting, where businesses can come and introduce their new
development projects. Mayor Uzpen suggested putting together a manual to
give to developers to show an outline of what is required.
Green City Concept: Chairman Rafferty did some research on this. The
American institute of Architecture publishes a document called "The Livability
101 ", referring to what makes a community livable. Example: Residents may
want to install a wind generator and Gem Lake has no rules as to the installation.
It is going to be a long-range project to take on, so as a starting point, the
Commission needs to research more on going green. Woodbury is going
through this process now, so will look at what they are doing.
Notion of incentives Related to. Development: The City Council and the
Planning Commission will be discussing this at upcoming meetings. Trevor
Oliver, the City Attorney, has agreed to come to the meetings' and bring
examples. Since there is more increased interest in Hoffman corner, there might
be more increased interest of incentives for more houses, more density, and
more open spaces. The following will be put on the agenda for the September
Planning Commission meeting: Development manual, Bill Short from White Bear
Township, discussion of the sign ordinance, an open forum for developers, and
continue the idea and brainstorming sessions of Green City concept and focus
on the notion to prioritize the incentives and what is important to Gem Lake for
development.

at 8:01 pm. Upon motion by Commissioner Herzog, and seconded by
Commissioner Wippich, the meeting was adjourned. Ayes — 4, Nays — 0.

Mr.'.s. Newcomb and 11ii on have submitted a ioint application which recuests
City approval to locate an auto repair business and a auto sales lot from the 3622
Scheuneman Road address: The auto repair business would take place in the
oast side of the building. Auto repair is a permitted use in the Zoning District and
does not require any City approval other than a Business License Auto repair
has taken place from this building off and on for many years. This business
wouldbe run by Mr \Nilson.
Mr. Newcomb plans to run an auto sales business from the parking lot located on
She north side of the building. The Gem :Lake Gateway District Development
Code lists Outdoor Display And Sales as a Conditional Use in the Neighborhood
Center Zoning Distr-ic;t,
Section I7..5.2(A) of the City's Zoning Ordinance sets the criteria for reviewing a
Conditional Use Permit, if states:
°! When reviewing Conditional and Interim use Permit applications,
except those for residential building height, impact on the. following
criteria, shall be reviewed and measured by the Planning
Commission and City Council;
I } Adjacent Uses: and
2) Air and Water Quality; and
3) Traffic Generations; and
4) Public Safety and. Health, and
5) Area Aesthetics;. and
6) Economic Impact on the Entire Area; and
7) Consistency With The Comprehensive Municipal Plan; end
} Anticipated Duration of the Conditional Or Interim Use.
A Conditional Use Permit may be approved subject to reasonable conditions
defined by the City of Gem Lake.

1. 12 months with a follow-up by the City Council at the end of twelve months.
2_ Conditions are for a non -transferable permit.
3. No cornplaints for twelve months.
4. Selli0g cars on property only not on street.
5. Maximum of 20 cars for sale on property at one time.
6, One car parked per parking space.
7. Business hours will be Monday through Saturday from 6:00 a.m. to 10:O0 p.m.
for selling of cars.
8. Tow trucks dropping off vehicles must drop them off on the side of the building
and/or parking lot and not in the street.
9. All State and Federal and local laws and Ordinances shall be complied with.
