The following members were present: Mayor Robert Uzpen, Councilmembers James Lindner, Gretchen Artig-Swomley, Richard Bosak and Thomas Rasmussen. Other members of the public attended per the sign in sheet sent around the room. APPROVAL OF AGENDA AND MEETING MINUTES City Council .Agenda:• Mayor Uzpen Called for additions, deletions .and. corrections to the. agenda. Upon motion by Councilmember Lindner, and. seconded .by Councilmember Rasmussen, the.agenda was approved for July 20, 2010. Ayes—.5, Nays.— 0. City Council June Meeting Minutes: The June, 2010 minutes were presented. and corrections were needed. Upon motion by Councilmember Lindner, and seconded by Councilmember Bosak, the minutes of June 2010 were accepted with corrections being made. Ayes — 5, Nays-- 0. Planning Commission June. Meeting Minutes: The June, 2010.minutes were presented and corrections were needed. Upon motion by Councilmember Lindner, and seconded by Councilmember Rasmussen, the Planning Commission minutes of June, 2010 were accepted with corrections being made, Ayes — 5, Nays -- 0, OLD BUSINESS Newsletter: Councilmember Artig-Swomley will be doing a story on National. Night Out on Tuesday, August 3`d. In addition, she will be interviewing the Kuny family who recently moved to Gem Lake. Other articles are the 2011 budget, the culvert work going to be done on Highway 61 and the Gem Lake study by VLAWMO .water study are being done by VLAMO. In addition, the storm water plan and public hearing on August 17, 2010. The MS4 report has been completed by Councilmember Lindner and submitted. The July newsletter will Gem Lake. City Council Meeting Page 2 of 5 have an article on the fall election deadline in September. Anyone who is going to run for office will need to file all the paperwork by August 17, 2010.. National Night Out: This event will be held on Tuesday, August 3, 2010 from 5:00 to 7:00 p.m. with the Planning Commission meeting immediately following this event. Resolution 2010-10 Willow Lane Elementary School: The contribution of the gambling funds balance is $2600.00. Mayor Uzpen stated he would like to give Willow Lane Elementary School $2500.00 for the 2010-2011 school year. Upon motion by Councilmember Lindner, and seconded by Councilmember Artig- Swomley, Resolution 2010-10 passes. Ayes— 5, Nays — 0. Resolution 2010-11 Approval of Election Judges for Primary Election: The City Council members were given a handout with the names of the election judges for the primary election on August 10, 2010, and upon motion by Councilmember Artig-Swomley and seconded by Councilmember Bosak, Resolution 2010-11 passes. Ayes — 5, Nays -- 0. Proposed Hunting Ordinance Discussion: A discussion took place between the City Council members as to suggestions to this ordinance. Attorney Oliver will make the necessary changes and re -distribute the document. The Planning Commission will have a Public Hearing on this ordinance on August 3, 2010. The Council members feel the wordage with the suggested changes is much better. The question was brought up regarding target archery. Councilmember Bosak would like to put in writing about archery targets. Councilmember Rasmussen suggested restriction limits, going to a controlled area, or making a controlled area at your home. In addition, you would have to purchase a permit or a conditional use permit. Attorney Oliver discussed the language on the target archery section and the safety issue involved. Attorney Oliver will change the language on the target archery section of the ordinance and the City Council recommends forwarding the ordinance to the Planning Corriniission. Tangwall/Larkin Motion: Mayor Uzpen emailed .the City Council regarding Attorney Oliver's recommendation on how to communicate to the Tangwalls and Larkins. Once the Tangwalls and Larkins file for the permit, information would go to Justin, Gem Lake's City Engineer from SEH to view the information and do a - soil sample. A report would be done by Justin and sent to Mayor Uzpen. Then a permit would be issued to the Tangwalls and Larkins, It would be a separate plan plus double fees. Additionally, the question was raised if the landscaping done on the property would need an additional permit. Will contact White Bear Township regarding that question. Attorney Oliver will check on the additional costs. The City Council agrees that this is the best solution.. Claims for July: The bills for July were discussed and authorized to pay. Upon motion by Councilmember Artig-Swomley and seconded by Counciimember Lindner, motion passes. Ayes — 5, Nays — 0. Monthly Financial Reports: The City Council received and reviewed the handout. The City of Gem Lake is doing well and it will help with the budget in 2011. Boulevard Trees: The residents need to be aware that they need to trim the branches on the boulevard trees, as the snowplows hit the branches in the winter. Councilmernber Artig-Swomley will put that in the newsletter. Road Maintenance: This past year, Big Fox, Little Fox Roads have cracked and. need to be sealed. Have hired Schifski to seal the cracks and chip seal the road. Mayor Uzpen has already gotten a bid on the work to be completed and will put that in the 2011 budget. The cost will be around $5,000,00. There was. discussion with Justin from SEH, regarding the culvert by Scheuneman Road and getting the water to flow in the other direction. Justin felt the culvert was okay at this time and may have to fix the ravine. Justin will research further on this rnatter and get bids for fixing the culvert. When the city took the road back from the county, the city received funds for road repairs. Would like to use some of that money to repair the culvert. Attorney Oliver will review the file and does not feel that will be a problem. Councilmember Lindner went throughout the City of Gem Lake and found most of the inflows/out-flows around the city. OPEN ITEMS FOR THE CITY COUNCIL MEMBERS Tessier Culvert Work: Commission Herzog provided a low bid to remove trees and asked for approval and approval was given.
