MINUTES OF MEETING. OF CITY COUNCIL <br />OF CITY. OF GEM LAKE <br />The January meeting of the City Council of the City of Gem Lake was <br />called to order on Monday, 17 January 1994, at 7:04 p.m. in the first <br />floor Meeting room of Tousley Ford, Mayor Emeott, Councilmembers Niel- <br />sen, Igo, Birkebak, and McPhillips, Clerk Magnuson, and Treasurer Nord- <br />strom were present. <br />The minutes of the 07 December 1993 Truth -In -Taxation Hearing were, <br />upon motion duly made and seconded, unanimously approved.: <br />The minutes of the 07 December 1993 City Council Meeting were, upon <br />motion duly made and seconded, unanimously approved. <br />Mayor Emeott then reported that the Planning Commission did not <br />meet in January, thus tabling all items until February. <br />Ms. Nielsen then reported that release afresults of. the I-35E <br />Corridor Study were now expected in March. <br />The final. Recycling Report for 1993 was then presented and is <br />attached hereto as Exhibit "A". Mr. Magnuson noted that he woulddeliver <br />the 1994 Recycling Bulletin to Ms. Nielsen before 21 January. <br />Mr. Magnuson then reported that the Contract Cities Law Enforcement <br />group would meet 20 January to discuss possible purchase of a radar <br />unit, animal control, and other topics. He further indicated he would <br />attempt to meet with Commander Bergeron subsequent to the meeting to <br />discuss Traffic Management. <br />Mr. Magnuson was also asked to schedule a review of Goose Lake Road <br />and Otter Lake Road signs with Ramsey County for improvements and addi- <br />tions. <br />Upon motion. duly made (Igo) and seconded (Nielsen), the:1994 Fire <br />Contract was then approved and executed by Mayor Emeott and Clerk Mag- <br />•nuson. <br />Mr. Magnuson was then charged with discussing fire inspections with <br />Tim Vadnais and to negotiate adding the inspections in 1994 to the Fire <br />Contract in an amount not to exceed Twenty-five hundred ($2,500) dol- <br />lars. If Vadnais approves, Mr. Magnuson is to contact Sharon Legg at <br />White Bear Lake and discuss addition to the contract. <br />Mayor Emeott then presented the proposed Ordinance version of Mr. <br />McPhillips sewer policy document reviewed in December and is attached <br />hereto as Exhibit "B". The Council was asked to examine it thoroughly <br />and be prepared to make final amendments at the February meeting. A. <br />Public Hearing will then be scheduled for March to discuss the proposed <br />Ordinance for adoption at the March meeting. Mayor Emeott noted that a <br />prepared fee schedule would be necessary and that same must be passed in <br />January to be implemented with the Sewer Ordinance in March. After <br />discussion and upon motion duly made (Igo) and seconded (Birkebak), the <br />Sewer Fee Schedule, a copy of which is attachedhereto as Exhibit "C" <br />1 <br />
