OF CITY. OF GEM LAKE
The January meeting of the City Council of the City of Gem Lake was
called to order on Monday, 17 January 1994, at 7:04 p.m. in the first
floor Meeting room of Tousley Ford, Mayor Emeott, Councilmembers Niel-
sen, Igo, Birkebak, and McPhillips, Clerk Magnuson, and Treasurer Nord-
strom were present.
The minutes of the 07 December 1993 Truth -In -Taxation Hearing were,
upon motion duly made and seconded, unanimously approved.:

motion duly made and seconded, unanimously approved.
Mayor Emeott then reported that the Planning Commission did not
meet in January, thus tabling all items until February.
Ms. Nielsen then reported that release afresults of. the I-35E
Corridor Study were now expected in March.
The final. Recycling Report for 1993 was then presented and is
attached hereto as Exhibit "A". Mr. Magnuson noted that he woulddeliver
the 1994 Recycling Bulletin to Ms. Nielsen before 21 January.
Mr. Magnuson then reported that the Contract Cities Law Enforcement
group would meet 20 January to discuss possible purchase of a radar
unit, animal control, and other topics. He further indicated he would
attempt to meet with Commander Bergeron subsequent to the meeting to
discuss Traffic Management.
Mr. Magnuson was also asked to schedule a review of Goose Lake Road
and Otter Lake Road signs with Ramsey County for improvements and addi-
tions.
Upon motion. duly made (Igo) and seconded (Nielsen), the:1994 Fire
Contract was then approved and executed by Mayor Emeott and Clerk Mag-
•nuson.
Mr. Magnuson was then charged with discussing fire inspections with
Tim Vadnais and to negotiate adding the inspections in 1994 to the Fire
Contract in an amount not to exceed Twenty-five hundred ($2,500) dol-
lars. If Vadnais approves, Mr. Magnuson is to contact Sharon Legg at
White Bear Lake and discuss addition to the contract.
Mayor Emeott then presented the proposed Ordinance version of Mr.
McPhillips sewer policy document reviewed in December and is attached
hereto as Exhibit "B". The Council was asked to examine it thoroughly
and be prepared to make final amendments at the February meeting. A.
Public Hearing will then be scheduled for March to discuss the proposed
Ordinance for adoption at the March meeting. Mayor Emeott noted that a
prepared fee schedule would be necessary and that same must be passed in
January to be implemented with the Sewer Ordinance in March. After
discussion and upon motion duly made (Igo) and seconded (Birkebak), the
Sewer Fee Schedule, a copy of which is attachedhereto as Exhibit "C"

and titled Resolution No. 94-07, was adopted by a vote of 2 ayes and 1
abstention (Nielsen).
In discussion of street maintenance, it was noted that snow removal
an 16 January was late in completion at nearly 4:0.0 pm.
Resolution No. 93-11, adopted at the .07 December City Council
Meeting and attached hereto as Exhibit "D", was then reviewed as accu,
rate and executed by Mayor Emeott and Clerk Magnuson,

Resolution No. 94--0.6, attached hereto as Exhibit "J" was, upon
motion duly Made (McPhillips). and seconded (`Birkebak), unanimously
adopted.
Mayor Emeott then reviewed the current 1994 roster and advised the
Clerk that he will edit to necessary information and advise for printing
and distribution to Gem Lake residents.
Mr. Magnusonthen reported that VLAWMO and other bodies ofit's
nature are currently under scrutiny as duplicative and unnecessary.
Mayor Emeott advised that he has contacted VLAWMO and advised that a
representative from Gem Lake will not attend regular meetings.
The. Treasurer's Report, a copy of which is attached hereto as
Exhibit "IC" and indicating a balance in the General Fund of $77, 680 . 94
and in the. Sewer Fund of $28,626.74 was, upon motion duly made and.
seconded, unanimously approved.
Payment of bills totaling $5,77.9.44, a copy of which is attached.
hereto as Exhibit "LI'; was unanimously approved with amendments adding
a bill from. Ramsey County as Claim # G3989 in the amount of $33.97 for
mailing Truth--In-Taxation Notices to Gem Lake Residents.
Mr.. Nordstrom then noted finesrevenue: for November and December to
be only $240. Mr. Magnuson noted that this is consistent with pre -traf-
fic deputy times
Upon motion duly made (Igo) and seconded (Birkebak), the Clerk was
directed to purchase a copy machine at a cost of approximately $469 plus
tax and accessories required.
