Minutes of Gem Lake City Council Meeting
15 February 2011
The regular meeting of the City Council of the City of Gem Lake was called to order by
Mayor Uzpen on Tuesday, February 15, 2011 at 7:03 pm in the Gem Lake City Hall
meeting room.
The following members were present: Mayor Robert Uzpen, Councilmembers James
Lindner, Gretchen Artig-Swomley, and Richard Bosak. Councilman Thomas
Rasmussen was absent. Members of the public 'attending per the sign in sheet sent
around the room.
APPROVAL OF AGENDA AND MEETING MINUTES
City Council Agenda: Mayor Uzpen called for additions, deletions and corrections to
the agenda. Councilmember Artig-Swomley wanted to make an addition to the end of
the agenda. Upon motion by Councilmember Artig-Swomley, and seconded by
Councilmember Bosak, the agenda with corrections was approved for February 15,
2011. Ayes — 4, Nays — 0..
City Council January Meeting Minutes: The January 2011 minutes were tabled until
the March City Council meeting.
Planning Commission January Meeting Minutes: There was no meeting held by the
Planning Commission in January.
OLD BUSINESS
Newsletter: Councilmember Artig-Swomley is looking for more. City news to add to the
newsletter. Mayor Uzpen stated that Gem Lake is looking for a Chairman for the
Planning Commission. All applications need to be sent to Mayor Uzpen. In addition,
Councilmember Artig-Swomley needs to finish the story on Greg Smith, a Gem Lake
resident who is on vacation and will be back in a week. In addition, an article will be
written on the Hillary Farm decision. Mayor Uzpen suggested an article on the
possibility of severe spring storms in the area. He does not foresee any flooding issues
in Gem Lake, but requested that Councilmember Lindner work on an article for the
Newsletter.

The March issue will include the goals of Gem Lake for 2011. The council will discuss
the goals for 2011 at the March 14th workshop. Also, mention the Public Hearing for
Vadnais. Heights senior homes development.
PUBLIC HEARING
None.
NEW BUSINESS
White Bear Lake Fire Services Contract: Mayor Uzpen sent out information to the
council giving Jessie Hart, Gem Lake Finance Director permission to sign on behalf of
the City of Gem Lake. There were no questions regarding this request from the City
Council and upon motion by Councilmember Artig-Swomley and seconded by
Councilmember Lindner motion passes. Ayes 4, Nays 0.
Claims for February: The bills for February were discussed and authorized to pay.
Upon motion by Councilmember Artig-Swomley and seconded by Councilmember
Bosak, motion passes. Ayes — 4, Nays — 0.
Monthly Financial Reports: The. City Council received and reviewed the handout.
Mayor Uzpen stated that Gem Lake is in good shape, but is questioning the Planning
Commission's zoning and administration line items. Mayor Uzpen will question Jessie
Hart regarding this. issue.
OPEN ITEMS FROM THE CITY COUNCIL
Councilmember Lindner mentioned that they are 9oing9to do a fire sprinkler testing at
the Gem Lake's office on Saturday, February 19t . He will notify the fire department
regarding the testing.
Councilmember Bosak asked about the ice hanging on the edge of the building. Mayor
Uzpen explained that a consultant was brought in to look at it and the consultant said
that it was an air pipe that was put together when the building was built, but it was not
long enough to put outside. He will get a repairperson to fix the problem. Mike Johnson
from White Bear Township is in charge of this project and will oversee the project.
Councilmember Artig-Swomley mentioned the Gem Storm Water Retro Bid Assessment
she received is well written stating that the commercial district in Gem Lake is providing
more run-off pollution than the residential district. Councilmember Lindner asked if SEH
needs to be involved. Councilmember Artig-Swomley will summarize some of the main
points to include in the newsletter.
Councilmember Lindner mentioned that VWALMO would have a "Managing Your Fish
Population in Your Shallow Lakes" seminar in 2011. There is talk that they are going to
do a fish population study of Gem Lake.

Mayor Uzpen mentioned to the council that there is money in the budget to attend the
City Council Training seminar. Councilmember Bosak stated he might attend the
seminar.

ADJOURN
The February 15, 2011 regular meeting of the City Council was adjourned at 7:27 p.m.
Upon motion by Councilmember Bosak, and seconded by Councilmember Artig-
Swomley, the City Council meeting was adjourned. Ayes — 4, Nays — 0.
