Road Gem Lake, MN 55110-3227 Telephone 651.747-2790 E-mail City(a?gemlakeMN.org Minutes of Gem Lake City Council Meeting 15 March 2011 The regular meeting of the City Council of the City of Gem Lake was called to order by Mayor Uzpen on Tuesday, March 15, 2011 at 7:00 pm in the Gem Lake City Hall meeting room. The following members were present: Mayor Robert Uzpen, Councilmembers James Lindner, Gretchen Artig-Swomley, Richard Bosak and Thomas Rasmussen. Members of the public attending per the sign in sheet sent around the room. APPROVAL OF AGENDA AND MEETING MINUTES City Council Agenda: Mayor Uzpen called for additions, deletions and corrections to the agenda. Upon motion by Councilmember Artig-Swomley, and seconded by Councilmember Rasmussen, the agenda was approved for March 15, 2011..Ayes — 5, Nays — 0. City Council January Meeting Minutes: The January, 2011 minutes were presented and corrections were needed. Upon motion by Councilmember Artig-Swomley, and seconded by Councilmember Lindner, the minutes of the January 2011 were accepted with corrections being made. Ayes — 5, Nays— 0. City Council February Meeting Minutes: The February, 2011 minutes were. presented and corrections were needed. Upon motion by Councilmember Bosak, and. seconded by Councilmember Rasmussen, the minutes of the February 2011.were accepted with corrections being made. Ayes — 5, Nays— 0. Planning Commission February Meeting Minutes: There was not a Planning. Commission meeting in February. OLD BUSINESS Newsletter: Councilmember Artig-Swomley handed out a draft copy of the March newsletter to the City Council members and would like feedback from the council members. Mayor Uzpen received a letter in the mail from the Ramsey County Sherriff department regarding animal control community service laws to replace the previous animal control company. They sent a proposal to the City of Gem Lake, which will be a separate cost to the City. The total cost is $76,367, which will be divided between the Gem Lake City Council Meeting Page. 2 of 4 seven contract cities. Mayor Uzpen suggested putting this information in the March newsletter to let the residents know that there will be a new animal control company to call if there are any problems. For the April issue, it was suggested that there be an article regarding the clean-up day in May. It was also suggested to put in the April newsletter something on spring yard cleaning and not to throw leaves in the street. A new sign is being installed for the City of Gem Lake. The maximum purchase price will be $3,000 and the cost will be split 75/25 between Gem Lake and White Bear Township. Mayor Uzpen will request a bid from Gopher Sign. In addition, a story on the number of service calls from the Sherriff department and how the numbers have gone down from last year. PUBLIC HEARING None, NEW BUSINESS. Claims for March: The bills for March were discussed and authorized to pay. Councilmember asked about the Hillary Farm bill and Mayor Uzpen explained it was paying the left over escrow money back. Upon motion by Councilmember Artig- Swomley and seconded by Councilmember Bosak, motion passes. Ayes — 5, Nays — 0. Monthly Financial Reports: The City Council received and reviewed the report. Mayor Uzpen will talk to Jesse Hart, Gem Lake Finance Director regarding the balance of money in the checking account. Mayor Uzpen is going to suggest putting some of the balance into the Wells Fargo investment account and the rest into a CD as the checking. account balance is too high for the amount that Gem Lake uses each month. OPEN ITEMS FROM THE CITY COUNCIL Councilmember Lindner stated the Fish Management seminar was canceled due to the lack of interest.. PRESENTATIONS FROM THE PUBLIC. None.
