E-mail City@gernlakeMN.org Minutes of Gem Lake City Council Meeting 19 April 2011 The regular meeting of the City Council of the City of Gem Lake was called to order by Mayor Uzpen on Tuesday, April 19, 2011 at 7:01 pm in the Gem Lake City Hall meeting room. The following members were present: Mayor Robert Uzpen, Councilrnembers James Lindner, Gretchen Artig-Swomley, Richard Bosak and Thomas Rasmussen. Members of the public attending per the sign in sheet sent around the room. APPROVAL OF:AGENDA AND MEETING MINUTES City Council Agenda: Mayor Uzpen called for additions, deletions and corrections to the agenda. Upon motion by Councilmember Artig-Swomley, and seconded by Councilmember Rasmussen, the agenda was approved for April 19, 2011. Ayes — 5, Nays — 0. City Council March Meeting Minutes: The March, 2011 minutes were presented and corrections were needed. Upon motion by Councilmember Lindner, and seconded by Councilmember Rasmussen, the minutes of March 2011 were accepted with corrections being made. Ayes — 5, Nays -- 0. Planning Commission February Meeting Minutes: There was not a Planning Commission meeting in February. OLD BUSINESS. Newsletter: Councilmember Artig-Swomley is writing an article about Faith Kuny who is the new Planning Commission Chair. In addition, a story on Gem Lake Police calls versus the other communities. There have been sightings of two young Bald Eagles in the Gem Lake area. Councilmember Artig-Swomley will announce the student who will receive the scholarship in the June issue. In addition, tips on the spring clean-up being. held May 21st at 9 a.m. at Gem Lake's City Hall. PUBLIC HEARING None. NEW BUSINESS • Gem Lake City. Council Meeting Page2of5 Resolution 2011-02: Appointing Faith Kuny as the new Planning Commission Chair. It was suggested for Faith to attend the Land Use Issues workshop and VLAWMO has some teaching workshops. Upon motion by Councilmember Artig-Swomley and seconded by Councilmember Lindner, Resolution 2011-02 appointing Faith Kuny as Planning Commission Chair passes. Ayes - 5, Nays — 0. Gem Lake Scholarship — 2011: There were four applications submitted for the. scholarships. The White Bear Lake High School needs to know the name of the student by May 6, 2011. The council will review the applications and make their decision at the Workshop on May 2"d. The scholarship is for $500. Because there are four applications for 2011,.it was discussed by the council to maybe have two scholarships this year. The funds for the scholarship are determined on how much money Gem Lake has from charitable gambling receipts throughout the year. Claims for April: The bills for April were discussed and authorized to pay. Councilmember Rasmussen asked about the Fed-Ex/Kinko's bill and Councilmember Artig-5womley stated that charge was for the printing of the newsletter each month. Mayor Uzpen discussed the charges increasing from White Bear Township due to no administrative assistant support for Gem Lake through Ramsey County. Upon motion by Councilmember Lindner and seconded by Councilmember Bosak, motion passes. Ayes-5, Nays-0. Monthly Financial Reports: The City Council received and reviewed the report. Mayor Uzpen stated the city is in good shape, but wants to move money out of the checking account and invest it for a higher percentage rate. Currently the percentage rate is 2,2 in the checking account. Planning Commission Policy and Procedures: The City Council reviewed the revised Planning Commission Policy and Procedures. Upon motion by Counciimember Artig-Swomley and seconded by Councilmember Lindner, the revised Planning Commission Policy and Procedures were approved. Ayes 5, Nays-0. OPEN ITEMS FROM THE CITY COUNCIL Councilmember Lindner attended the. Technical Commission meeting at VLAWMO. He also plans to attend the May meeting. He will be revising the Gem Lake report. Councilmember Rasmussen mentioned that the Tom Hanson field is being plowed for vegetable gardens. If it is being used as farmland, the taxes will go down from $24,000 a year to $1,000 a year. This land is under the Gateway Ordinance and farming is not in the Ordinance. Councilmember Lindner suggested holding a Public Hearing to hear feedback from the residents on how they feel about this. City Attorney Trevor Oliver discussed the different ways to approach this issue. The City Council and Planning Commission will work on a common solution. PRESENTATIONS FROM. THE PUBLIC None.
