The following members were present: Councilmembers James Lindner, Gretchen Artig- Swomley, Richard Bosak and Thomas Rasmussen. Mayor Uzpen was absent. Members of the public attending per the sign in sheet sent around the room. APPROVAL OF AGENDA AND MEETING MINUTES City Council Agenda: Councilmember Artig-Swomley called for additions, deletions and corrections to the agenda. Upon motion by Councilmember Lindner, and seconded by Councilmember Rasmussen, the agenda was approved for February 21, 2012. Ayes — 4, Nays — 0. City Council January Meeting Minutes: The January 2012 minutes were presented. and corrections were needed. Upon motion by Councilmember Bosak, and seconded by Councilmember. Lindner, the minutes of January 2012 were accepted with corrections being made. Ayes —4, Nays — 0. Planning Commission December Meeting Minutes The Planning Commission December minutes was presented and corrections were needed. Upon motion by Councilmember Lindner, and seconded by Councilmember Bosak, the December Planning Commission minutes were accepted. Ayes — 4, Nays — 0. Planning Commission Chair Report: Chairperson Faith Kuny reported to the City Council that the Planning Commission would like copies of the Zoning Ordinance and Gateway Ordinance to have and review should any questions arise from the public, they would have documentation of the Ordinance. Councilmember Artig-Swomley wanted to know what topics of discussions were planned for the March Planning Commission meeting. OLD BUSINESS Newsletter: Councilmember Artig-Swomley stated she is trying to get information from Waste Management regarding recycling in the City of Gem Lake. There have been Gem Lake City. Council. Meeting Page 2 of 4 questions from residents in regards to what they can put in their recycling bins. She is waiting for an answer to pass on to the residents in the newsletter. Also a story on William Labore. A profile story on Justin, but is waiting for him to return her calls. Planning Commission Chair Faith Kuny suggested a story on the new restaurant LaRoma's opening. In addition a story on the increased numbers of coyotes being. spotted in Gem Lake. PUBLIC HEARING None NEW BUSINESS Discussion on the Sheriff's Contract: Councilmember Artig-Swomley was at the meeting a month ago and eight Officers attended, which was pleasing to see the support of Ramsey County. Mayor Uzpen was concerned regarding the burglarizing and no follow-up. in addition, the mail thief was brought up and they assured Councilmember Artig-Swomley that they would be following up and check with dispatch on these issues. Another complaint was the high traffic and speed around Gem Lake. They will enforce that issue more than before. It was discussed that Gem Lake feels they are not getting patrolling like the contract states. They will work on that and riot to expect more than before. It was a good meeting and they are aware of the issues and will work on them. Claims for February: The claims for February were discussed and authorized to pay. Upon motion by Councilmember Bosak and seconded by Councilmernber Lindner, motion passes. Ayes — 4, Nays --- 0. Monthly Financial Reports: The City Council received and reviewed the report. There were no questions from the City Council. PRESENTATIONS FROM THE PUBLIC None OPEN ITEMS FROM THE CITY COUNCIL Councilmember Lindner wrote an article about the White gear Lake sewer system was approved for publication in the Ramsey County History magazine. The article is called "Cold Bloodied Fraud.
