The following members were present: Mayor Robert Uzpen, Councilmembers James Lindner, Gretchen Artig-Swomley, Richard Bosak and Thomas Rasmussen. Members of the public attending per the sign in sheet sent around the room. APPROVAL OF AGENDA AND MEETING MINUTES City Council Agenda: Mayor Uzpen called for additions, deletions and corrections to the agenda. Upon motion by Councilmember Artig-Swornley; and seconded by Councilmember Bosak, the agenda was approved for March 20, 2012. Ayes 5, Nays — 0. City Council February Meeting Minutes: The February 2012 minutes were presented and corrections were needed. Upon motion by Councilmember Rasmussen, and seconded by Councilmember Lindner, the minutes of January 2012 were accepted with corrections being made. Ayes —4, Nays — 0, Absence - 1. Planning Commission February Meeting Minutes: The Planning Commission February minutes were presented and no corrections were needed. Upon motion by Councilmember Artig-Swomley, and seconded by Councilmember Rasmussen, the February Planning Commission minutes were accepted. Ayes -- 5, Nays 0. Planning Commission Chair Report: Chairperson Faith Kuny was absent from the meeting. OLD BUSINESS Newsletter: Councilmember Artig-Swomley stated she is still trying to get information from Waste Management regarding recycling in the City of Gem Lake. Information in the March 17, 2012 DUI report stated that 50% of the cars pulled over did not pass the sobriety test. Councilmember Artig-Swomley is looking for recommendation to write a profile on residents for the newsletter. The council gave some suggestions to her. The Minneapolis Star Tribune wrote an article a few weeks ago on the coyote situation in the Gem Lake City Council Meeting Paget of 5 Twin Cities area. A follow-up article in the Newsletter might be appropriate. A suggestion was made to write a story on Freddie's Bar. The bar was in business for years and all the lawyers in the surrounding areas use to go there. Other suggestions are a story on the P19B Brick schoolhouse. In addition, the VLAWMO rain gardens. PUBLIC HEARING None NEW BUSINESS Amendment to VLAWMO JPA: Mayor Uzpen forwarded the email from Stephanie at. VLAWMO to the council regarding changing the wording in Section 9. Upon motion by Councilmember Lindner and seconded by Councilmember Artig-Swomley, Amendment to VLAVWMO JPA passes. Ayes -- 5, Nays — 0. Resolution 2012-02 Resolution Reestablishment of Precinct Boundaries: Mayor Uzpen explained there are no boundary changes; but we need to reestablish Precinct Boundaries. Upon motion by Councilmember Lindner, and seconded by Councilmember Bosak, Resolution 2012 — 02 passes. Ayes --- 5, Nays — 0. Claims for March: The claims for March were discussed and authorized to pay. Upon motion by Councilmember Lindner and seconded by Councilmember Artig-Swomley, motion passes. Ayes — 5, Nays — 0, 2012 — 2013.LMCIT Insurance Package Renewal: Mayor Uzpen discussed that Jessie Hart, Treasurer for Gem Lake wants the council to approve that Gem Lake is not waving the monitory liabilities under Gem Lake's coverage. Upon motion by Councilmember Bosak and seconded by Councilmember Rasmussen, LMCIT Insurance Package Renewal passes. Ayes — 5, Nays — 0. Monthly Financial Reports: The City Council received and reviewed the report. Mayor Uzpen mentioned that the investments at Wells Fargo are at 4%. Discuss Development Presentations. of Past Week: Mayor Uzpen discussed the two informal workshops. The presentation of the ice rink was discussed first and it was mentioned the developer is using the Gateway Ordinance. They are going to set up a meeting with The Daniels Road Association to discuss the project. They welcome ideas from the homeowners. When they get to a point where they want to do a development plan, they will notify the city. They are going to obtain maps of the wetlands to plan the project. At this time, they are aware of the two wetlands plan districts. Look for us on the:. Councilmembers Lindner and Bosak stated they have seen two of the facilities and they feel they look very nice. Mayor Uzpen feels they deserve an answer to the question, "does the City of Gem Lake want Senior Housing." This will be on the agenda for the April 2, 2012.Workshop, Councilmember Rasmussen asked Tom Hansen what development he is leaning towards and Mr. Hansen feels that both projects are good and would benefit Gem Lake. He would like to sit and listen to both developers and get a better feel for each project. Mayor Uzpen wants to talk to Attorney Trevor Oliver about the Memory Care part of the facility. The council was wondering about the four-story building. PRESENTATIONS FROM THE PUBLIC None OPEN ITEMS FROM THE CITY COUNCIL Councilmember Bosak asked what was the response regarding the temporary three- way stop sign last year at Goose Lake and Otter Lake Road. Bill Short from White Bear Township got the stop sign installed because of the road construction on 35E. Councilmember Lindner stated that the homeowners by the stop sign had some problems getting in and out of their driveways due to the stop -and -go traffic. May have further discussion on this issue when and if the LaBore Road extension goes through. Councilmember Lindner received the MS4 Report and will be working on this so he can turn it in by the deadline.
