Not all permits have been obtained by Tousley for the Tousley hook-up. Nor has any agreement been made with Tousley as to the amount of connection charge that Tousley will have to pay in lieu of the assessment which would have been spread had Tousley's land been in Vadnais Heights. INSURANCE RENEWALS Georgie Schulte reported on the status of the 1994 insurance policies for police professional liability, auto and worker compensation. She indicated that she is seeking quotes from the Minnesota Counties Insurance Trust, who she believes, will offer the same coverage at a lower cost. She summarized the ourrent carriers as follows: Auto: National Indemnity (expires April 5, 1994) Police Professional Liability: Illinois Insurance Exchange (expires April 5, 1994). Workers Compensation: State Fund (expires May 1, 1994) Georgie informed the group that the workers compensation experience modifier went up from 0.9 to 1.09, due she thought, to a few minor claims, GRANT APPLICATION Commander Bergeron stated that there is nothing certain to report. However, he did note that he had heard unofficially of some positive comments made about the application by the reviewing agency. MINUTES RAMSEY COUNTY SEERIFF'S CONTRACT GROUP APRIL 21■ 19.94 DARE PROGRAM. Lt. Daly highlighted various activities associated with the DARE program, including: - Hand out materials - National Night Out Program - August 3, 1994. - DARE Bike--A-Than - DARE School Class Schedule (Sept. January) - Safety Camp Lt. Dornbusch summarized the DARE budget as follows: Expenditures Personnel 134,464 Curriculum 26,000 Revenue School Dist. 60, 413 Bike -A -Than 20,000 Contract Comm. 74,051 Golf Tourn. 6,000 Dorothy Person asked that time be set aside at a future meeting to discuss the DARE Deputies duties (DARE vs. Crime Prevention). Training Budget commander Bergeron explained training expenditures and sources of training funds. He noted that the County contributes $10.000 per year to the Patrol Funds for specialized training. The training programs summarized on page 5 of the budget estimate is for contract community personnel only. General training for contract communities personnel, such as firearms training, is paid for through the County contribution, It was the consensus of the committee to approve funding the training, as requested, and to assign the expenditures to the individual budget items. EQUIPMENT Lt. Daly and Conmander Bergeron explained the department's recommendation to include a comprehensive equipment replacement fund as part of each year's budget. This would provide a more ❑onsistent., budgeted expenditure rather than waiting to react to a special need and then searching for funds. Dorothy Person: suggested, that the group set aside a special meeting to discuss long range planning (5 yr:) for service and equipment expenditures. MINUTES RAMSEY COUNTY SHERIFF"S CONTRACT GROUP AFRIL 21, 1994 FIRST t,7UARTER. CRIME STATISTICS Lieutenant Dornbush:suminariz:ed the First Quarter ❑rime statistics and offered the following comments: domestic offenses have decreased in all contract communities due in part to the departments new policy of not reporting verbal" or Unon-arrest,' responses. Juveni.e. Offenses have increased, such as vandalism and run-aways. - Burglaries have decreased in most communities. 1995 BUDGET Property Fleet Assistant. Lieutenant Daly handed out a written description of the 'duties of the Property/Fleet Assistant a.nd commented on the positive qualities of the person now per caning those duties. Lt. Daly noted that the department collects and holds many (in excess of 100) bicycles that are not claimed each year. Also electronic equipment (cameras, TV's, VCR's, etc.) without identification marks are held until auction. He emphasized the. need to encourage participation in Operation ID so that such recovered items can be returned. Traffic Deputy Ken Splittstoeser introduced himself. He stated that he has worked for the Sheriff's Department for 12 years and is certified in radar, breatha1izer, vehicle weighting and commerical vehicle inspection. He has written 1262 tags since last September, when he started. There was discussion about violations of load limits in. Vadnais Heights and White Bear Township. There was some concern about which terms to use on street signs (Gross Vehicle Weight or Gross Axel Weight). Commander Bergeron recommended that Gross Axel Weight is easier to enforce. In instances when the Traffic Deputy is not on duty, a community can call the State Commercial vehicle Inspections to have a law enforcement officer certified in the use of scales assigned to the case. Joel Hanson asked that the group be provided with information on. actual court fines applied against road limit violators. NEWSLETTER FOR GIRL SCOUTS OF ALL AGES Going for Gold "You take everything you learned through your whole life and put it into Girt Scouting." That's how Valerie Ann Dunbar describes the Girl Scout Gold Award. "Girl Scouting has given me a base, a support system and friends," says 1994 Gold Award recipient Carrie Hansom. The Gold Award is the highest achievement for girls in Girl Scouting. To achieve this leadership award, girls must meet several requirements including performing a significant public service project. Examples of some service activities girls are performing for their community in 1994 include: collecting socks for the homeless, orga- nizing musical entertainment for seniors and holding art classes for younger gibs. Valerie Ann Dunbar had a two part service project - she collected more than 150 baby items for needy new mothers and she has been volunteering every Monday for an after school program. At first, it was discouraging. The kids were very different in age so it was hard to find the right activity But as I got to know them better and they got to know me, it became very rewarding and fun overall, I learned that it does not take much effort to make someone else s day," says Dunbar. Carrie Hanson's Gold Award service project is to parr junior high students with senior high students from the same ethnic background. "At first I was doing this project because I wanted to earn an award. Now, I just really want to help these Idds. It is very hard to go from Junior High to Senior /Ugh, I think it is even harder for non-native speakers and having someone to talk to who has gone though the same thing can make a big difference." On May 19, 1994, 20 Senior Girl Scouts will be receiving their Gold Award at the College of St. Catherine's Jeanne d'Arc Auditorium. in St. Paul_ Mayors from each of the communities in which the Gold Award recipients reside have been invited to attend the recognition ceremony. The ceremony is free and open to the public. After our positive experience with Children's Hospital, we started this event as a tribute to our three healthy children and to help those less fortunate than ourselves. To date, the event has netted over $22,100 for chronically ill children. The success of this benefit is due in large part to the incredible outpouring of support by sponsors, players, committee members and our community. The proceeds from this year's event will again be used by Children's Hospital of St. Paul in the Transitional Care Program which addresses the complex needs of children who are medically fragile and technology dependent. This program is designed to prepare a family to care for their child at home and to provide ongoing support as long as needed. We are asking the City of Gem Lake to approve our gambling license for a one day raffle to be held the day of the event. WEIGHT RESTRICTION TRAINING Commander Bergeron handed out a notice of the County's Weight Restriction Training class, which is scheduled for Thursday, May 19, 1594 from 8;00 a.m. to noon, at the County's Civil Defense classroom, located at the County garage. RECOVERED PROPERTY . AUCTION Commander Bergeron reported on the results of the April. 30, 1994 Auction of Lost & Found and Recovered Property, which is held three times per year. There was $1235.50 worth of merchandise sold. pADGEs IN BUSINESS Lt, Mike S1anaey reported on a new program sponsored by the MN Liquor Control Commission to enforce laws against alcohol, consumption by minors. Ha stated that two deputies would be. assigned to a liquor store (on -sale or off -sale) 1 plain clothes deputy inside the store to check underage purchase or consumption, and 1 plain clothes deputy to check on people "of age" purchasing liquor. and then selling to minors, Funds are to by provided by the MN Liquor Control Commission. MINUTES RAMSEY COUNTY SgERIFF►S CONTRACT GROUP MAY 5, 199:A Lt. Dornbusch reported that this program appears to be an attempt by the liquor industry to control sales to minors, before legislation formes it upon the industry. Terry Schwerin summarized the liquor control measures taken by the City of Minnetonka which are asScciated with liquor license renewal. Dorothy Person indicated that she believes that the City of Arden Hills would not be interested in this particular "sting type" program at this time. Bill Short indicated that the Township currently has no liquor sales within the Township. Bill Eklund indicated that he doubted that the City of North Oaks is interested. It was the consensus of the group that there is interest in trying to accomplish the same ends through: education rather than "sting". BUDGET Lt. Dornbusch handed out an updated budget which has, 1. Increased auditor cost (from $1800 to $2100). 2. Two additional patrol deputies. 3. Equipment purchase (radar units, investigative squad cars, etc.) assigned to appropriate parts of the budget. Commander Bergeron displayed maps that depict patrol districts for different periods of time. 1. 3 a.m. to 7 a.m. - 5 squads on duty (proposed minimum on duty) 2. 3 p.m. to 11 p.m. - 7 squads on duty 3. 11 p.nt. to 2 p.m. - 6 squads on duty 4. Proposed additional squad (2462). Commander Bergeron recommended that there be: 8 squads on duty from 7 p.m. to 11 p.m. 7 squads on duty from 11 p.m. to 2 a.m. 6 squads on duty from 2 a.m.. to 3 a.m. 5 squads on duty from 3 a.m. to 7 a.m. Traffic Deputy (2451) is not included in these patrol districts because it is not considered a "response car". It would only respond to emergency calls MINUTES RAMSEY CovNTY $ff RIFF45 CONTRACT GROUP MAY 51 1994 The proposed additional squad (2462) would be scheduled for 7 p.m. to 3 am. To add this shift for 7 days per week would require hiring two deputies. Lt. Dornbusch reported that the budget does not include purchase of an additional squad car for this proposal. He will provide a summary of calls f❑r service for each day of the Week, ,indicating a breakdown by 2 hour increments for the time period of 7 p.m. to 3 a.m., fortime spent on call, and location of call. Joel Hanson suggested that the group consider adding just ❑ne full- time patrol deputy in 1995 for the 7 p.m. to 3 a.m. period, and add a second full-time deputy for that shift in 1996. Lt. Dornbusch will update the budget for the next meeting (May 19th) to include one additional full time patrol deputy for the 7 p.m. to 3 a.m. period.
