HomeMy WebLinkAbout1994 05-16 CC MinutesMINUTES OF MEETING:OF CITY COUNCIL OF CITY ❑F GEM LAKE The May Meeting of the City Council of the City of Gem Lake was calked to order on Monday, 16 May 1994, at 7:04 p.m. in the first floor meeting room of Tousley Ford. Mayor Emeott, Councilmembers Nielsen and Birkebak, Clerk Magnuson, and Treasurer Nordstrom were present. The minutes of the 18 April 1994 City Council Meeting were, upon motion duly made and seconded, unanimously approved with amendments.. Discussion then followed regarding the ownership of the "abandoned roadway" at the intersection of ❑tter Lake, Hoffman and Scheuneman roads. with no action taken. The Clerk then noted that the City Attorney is working on comple- tion of the Joint Powers Agreement with Vadnais Heights for Tousley Ford water supply. The Mayor noted that renewed interest has been expressed in developing a City Water proposal for the commercial corner of Geri Lake. A copy in the form of a letter from the City Attorney is attached as Exhibit "A". Mayor Emeott then indicated that there has been no meeting of the. Gem Lake Planning. Commission, Mayor Emeott then noted that a joint meeting of the Gem Lake and Vadnais Heights Planning Commission will be held in late May or early June. A meeting of the I-35E Corridor Study Committee is scheduled for 17 May with results to be published at the meeting. A City Roster and the additional Recycling Mailing need to be printed and delivered. The Clerk then reported on the: Smart. Cart arid traffic deputy. The new traffic deputy is Ken Splitsasser. Discussion of the need for patrol was discussed and the Clerk noted that we may, at any time, request sped patrol. The Clerk then noted that a letter to Gem Lake businesses has been prepared and will be sent to all Gem Lake businesses regarding Fire Inspections. A copy of the letter, attached hereto as Exhibit "B", was sent to Tim Vadnais at the White. Bear Lake Fire Department. Discussion then followed regarding the additional signs added t❑ Goose Lake Road near the west end. It was reported that since signs had been placed, another accident took place damaging the signs and the McMahon property. A letter to Ramsey County Public Works identifying the problem was ordered. The Clerk reported that T.A. Schifsky is preparing an estimate for repairs andongoing street maintenance. Said reports should beavailable for the June meeting. 1 Discussion of work required by the:. City Engineer includes: a) updating the Zoning Map; b) detailing a water Main from Vadnais Heights through the commercial area of Genf Lake. c) reviewing the realignment of Otter Lake Road, Scheuneman Road and Hoffman Road. Mayor Emeott noted that all the: information for the data base is nearly ready for septic inspections to begin in May. A business roster shouldbe provided Jim Arend so that .sign inspec- tions may begin.: The Clerk then noted that there appears to be dumping along the railroad tracks east of Scheuneman Road between County Road E and High- way 61. The Zoning Administrator should inspect: the area and report back to the Council_ After discussion and upon motion duly made and seconded, a tempo- rary charitable gambling permit was issued to Children's Hospital for their annual fund raising golf tournament. After discussion and upon motion duly made and seconded, the Clerk was authorized to change corporate minute book format to 3 ring binders to contain cost and improve efficiency. The Treasurer noted that he will•complete, supply and pay building permit.: surcharges to the•.state in the. next :few days. The Clerk then reported on a complaint .by Rob Cory against Ad- vanced/Allied Elec.trost.a.tic..of MN for fumes . A. copy of the EPA. complaint was forwarded to the. City for .handling. A copy of the complaint is attached hereto as Exhibit "C".. A letter to Molly Donahue, age 16, regarding her achievements in receiving the Girl Scout Gold Award. A copy is attached hereto as Exhib- it 'TDr" The Clerk then noted. that aconversation with First Bank has lead to a change in checking accounts that will eliminate monthly service and per check charges. The Treasurer's Report, a copy of which is attached hereto as Exhibit "=Et" and indicating a balance in the General Fund of $76,471:30 and in the Sewer Fund of $34,260.6.5 was, upon Motion duly made and seconded, unanimously approved. Payment of bills totaling $10,4.32.96, a copy of which is attached hereto as Exhibit "F", was unanimously approved with amendments.
