City of Gem Lake City Council meeting minutes – March 16, 2021 <br /> <br />City of Gem Lake <br />City Council – March 16, 2021 <br />Meeting Minutes <br /> <br />Mayor Artig-Swomley called the meeting to order at 7:01 p.m. Council members Amlee, Cacioppo, <br />Lindner and Johnson were present. Also present: Justin Gese, City Engineer, City Attorney Patrick <br />Kelly, Planning Commission Chair, Don Cummings, Consultant Bill Short, and a number of call-ins not <br />identified. <br /> <br />March 16, 2021, Agenda <br />A motion was made by Councilmember Linder, seconded by Councilmember Cacioppo to approve the <br />agenda. Voice vote taken, all voted yes, agenda approved. <br /> <br />Minutes <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />minutes with changes from Councilmember Cacioppo, voice vote taken, all voted yes, minutes <br />approved. <br /> <br />Committee Reports – Planning Commission <br />Chair Cummings reported on the progress of the February 2 nd, 2021, meeting. New members were <br />sworn in; the commission worked on the home occupation ordinance and permitted uses in the <br />gateway district. They will continue with their work at the April 6, 2021, meeting. <br /> <br />Newsletter <br />Jim Linder, Laurel Amlee, Hoffman Road project, three business progress during the pandemic, deer <br />hunting workshop. <br /> <br />New Business <br />Gem Lake Public Works Report – <br />Hoffman Road update – in progress; Scheuneman Road Storm Water Project Update, letters to be sent <br />to residents allowing S.E.H. to access their property during the first week in April, 2021; Gem Lake Villas <br />Update – still a few punch list items, valve on the north end; need an emergency back-up procedure <br />with White Bear Township Public Works in the case of a water issue; agreement on a per procedure <br />basis. <br /> <br />Deputy Clerk Opening <br />Mayor Artig-Swomley gave an overview of the hiring process for the new support staff position. 10 <br />applicants applied, a number of candidates withdrew for various reasons, and all candidates were <br />interviewed. Council discussed the candidates and agreed to hire Candidate #1; Councilmember <br />Lindner made a motion, seconded by Councilmember Cacioppo to hire candidate #1, voice vote taken, <br />all voted yes. Motion passes. Candidate #1 will be offered the position. Council also discussed an <br />employee manual.
