HomeMy WebLinkAbout2021 03-16 CC MinutesCity of Gem Lake City Council meeting minutes – March 16, 2021 City of Gem Lake City Council – March 16, 2021 Meeting Minutes Mayor Artig-Swomley called the meeting to order at 7:01 p.m. Council members Amlee, Cacioppo, Lindner and Johnson were present. Also present: Justin Gese, City Engineer, City Attorney Patrick Kelly, Planning Commission Chair, Don Cummings, Consultant Bill Short, and a number of call-ins not identified. March 16, 2021, Agenda A motion was made by Councilmember Linder, seconded by Councilmember Cacioppo to approve the agenda. Voice vote taken, all voted yes, agenda approved. Minutes A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the minutes with changes from Councilmember Cacioppo, voice vote taken, all voted yes, minutes approved. Committee Reports – Planning Commission Chair Cummings reported on the progress of the February 2 nd, 2021, meeting. New members were sworn in; the commission worked on the home occupation ordinance and permitted uses in the gateway district. They will continue with their work at the April 6, 2021, meeting. Newsletter Jim Linder, Laurel Amlee, Hoffman Road project, three business progress during the pandemic, deer hunting workshop. New Business Gem Lake Public Works Report – Hoffman Road update – in progress; Scheuneman Road Storm Water Project Update, letters to be sent to residents allowing S.E.H. to access their property during the first week in April, 2021; Gem Lake Villas Update – still a few punch list items, valve on the north end; need an emergency back-up procedure with White Bear Township Public Works in the case of a water issue; agreement on a per procedure basis. Deputy Clerk Opening Mayor Artig-Swomley gave an overview of the hiring process for the new support staff position. 10 applicants applied, a number of candidates withdrew for various reasons, and all candidates were interviewed. Council discussed the candidates and agreed to hire Candidate #1; Councilmember Lindner made a motion, seconded by Councilmember Cacioppo to hire candidate #1, voice vote taken, all voted yes. Motion passes. Candidate #1 will be offered the position. Council also discussed an employee manual. City of Gem Lake City Council meeting minutes – March 16, 2021 Gem Lake Workshop – April – May, 2021 Council discussed holding an in person workshop in April or May 2021, to discuss the deer hunting ordinance. Councilmember Lindner made a motion to hold the workshop in person on Monday, May 10, at 4200 Otter Lake Road, Councilmember Cacioppo seconded, voice vote taken, all voted yes. Motion passed. Workshop to be held in person on May 10, 7:00 p.m., 4200 Otter Lake Road to discuss the Deer Hunting Ordinance (ordinance 124B). Claims Council discussed a donation to the White Bear Lake Food Shelf, agreed to donate $1,000 from the Charitable Gambling account. Councilmember Lindner made a motion to accept the Claims for March, 2021, and to a donation of $1,000 to White Bear Lake Food Shelf, seconded by Councilmember Cacioppo, vote voice taken, all voted yes, motion passes. Monthly Financial Reports Approved Presentation from the public/Council members May, 2021, council meeting to discuss the water rates for the Gem Lake Villas. Next Meetings/Workshop City Council, Tuesday, April 20, 2021, Workshop, for April, 2021, cancelled Adjournment Being there no further business, following a motion from Councilmember Lindner, seconded by Councilmember Cacioppo, the meeting adjourned at 8:28 p.m.
