City of Gem Lake City Council meeting minutes March 17, 2020 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – March 17, 2020 <br />Meeting Minutes <br /> <br />Acting Mayor Artig-Swomley called the meeting to order at 7:01 p.m. Councilmembers Artig-Swomley, <br />Cacioppo, Kuny and Lindner were present. Mayor Uzpen was out sick (excused). Note: meeting was held <br />via a telephone conference call due to the COVID-19 virus and the Declaration of Emergency from President <br />Trump and Governor Walz. Also present: City Attorney Patrick Kelly. <br /> <br />March 17, 2020, Agenda <br />Acting Mayor Artig-Swomley noted that a change to the agenda was needed, changing monthly <br />financials to approval of claims, with that a motion was made by Councilmember Lindner, seconded by <br />Councilmember Cacioppo to approve the agenda with the change. Voice vote taken, all voted yes, <br />motion passes. Agenda approved. <br /> <br />Minutes <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />February 18, 2020, City Council minutes. Voice vote taken, all voted yes, Motion passes, minutes <br />approved. <br /> <br />Committee Reports – Planning Commission <br />No report. <br /> <br />Old Business <br />Newsletter- tabled. <br /> <br />New Business <br />City Attorney Patrick Kelly read #5 of the Proclamation, under Minnesota Statutes, Section 13D.921, that <br />in-person meetings of the City Council, Planning Commission, and other advisory commissions of the <br />City of Gem Lake are not practical or prudent due to the COVID-19 health pandemic and the peacetime <br />emergency declared by Governor Walz pursuant to Minnesota Statutes, Chapter 12, and hereby directs <br />that meetings of the City Council, Planning Commission, and other advisory commissions of the City shall <br />be conducted by telephone or other electronic means, and hereby directs City Staff to take such action <br />as may be necessary to enable such meetings to occur via telephone or other electronic means pursuant <br />to Minnesota Statutes, Section 13D.021, until such time as it is no longer impractical or imprudent for <br />the City Council, Planning Commission, and other advisory commission to resume in-person meetings. <br /> <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />City of Gem Lake Proclamation and Declaration of Emergency, voice vote taken, all voted yes. Motion <br />passes, Proclamation approved. <br /> <br />Claims <br />A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve the <br />claims for March, 2020. Motion passes, claims approved. <br /> <br />Presentations from the Public <br />None (teleconference meeting).
