HomeMy WebLinkAbout2020 03-17 CC MinutesCity of Gem Lake City Council meeting minutes March 17, 2020 Page 1 City of Gem Lake City Council Meeting – March 17, 2020 Meeting Minutes Acting Mayor Artig-Swomley called the meeting to order at 7:01 p.m. Councilmembers Artig-Swomley, Cacioppo, Kuny and Lindner were present. Mayor Uzpen was out sick (excused). Note: meeting was held via a telephone conference call due to the COVID-19 virus and the Declaration of Emergency from President Trump and Governor Walz. Also present: City Attorney Patrick Kelly. March 17, 2020, Agenda Acting Mayor Artig-Swomley noted that a change to the agenda was needed, changing monthly financials to approval of claims, with that a motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the agenda with the change. Voice vote taken, all voted yes, motion passes. Agenda approved. Minutes A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the February 18, 2020, City Council minutes. Voice vote taken, all voted yes, Motion passes, minutes approved. Committee Reports – Planning Commission No report. Old Business Newsletter- tabled. New Business City Attorney Patrick Kelly read #5 of the Proclamation, under Minnesota Statutes, Section 13D.921, that in-person meetings of the City Council, Planning Commission, and other advisory commissions of the City of Gem Lake are not practical or prudent due to the COVID-19 health pandemic and the peacetime emergency declared by Governor Walz pursuant to Minnesota Statutes, Chapter 12, and hereby directs that meetings of the City Council, Planning Commission, and other advisory commissions of the City shall be conducted by telephone or other electronic means, and hereby directs City Staff to take such action as may be necessary to enable such meetings to occur via telephone or other electronic means pursuant to Minnesota Statutes, Section 13D.021, until such time as it is no longer impractical or imprudent for the City Council, Planning Commission, and other advisory commission to resume in-person meetings. A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the City of Gem Lake Proclamation and Declaration of Emergency, voice vote taken, all voted yes. Motion passes, Proclamation approved. Claims A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve the claims for March, 2020. Motion passes, claims approved. Presentations from the Public None (teleconference meeting). Claim register for March, 2020, will be mailed to councilmembers for their signature. Last signer returns document to City Hall. Point of contact for Ramsey County liaison, need to explore, Councilmember Lindner appointed temporarily. Next Meetings/Workshop City Council, Tuesday, April 21, will be a teleconference meeting (options for remote access for citizens and councilmembers will be arranged before the next meeting), workshop, Monday, April 13, 2020, cancelled. Adjournment Being there no further business, following a motion from Councilmember Lindner, seconded by Councilmember Kuny, the meeting adjourned at 7:15 p.m. Respectfully submitted, Gloria Tessier.
