City of Gem Lake
City Council Meeting – May 19, 2020
Meeting Minutes
Acting Mayor Artig-Swomley called the meeting to order at 7:00 p.m. Councilmembers Cacioppo, Kuny and
Lindner were present. Note: meeting was held via a telephone conference call due to the COVID-19 virus
and the Declaration of Emergency from President Trump and Governor Walz. Also present: City Attorney
Patrick Kelly and Justin Gese, City Engineer.
May 19, 2020, Agenda
A motion was made by Councilmember Cacioppo, seconded by Councilmember Lindner to approve the
agenda. Voice vote taken, all voted yes, motion passes. Agenda approved.
Minutes
A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the
April 21, 2020, City Council minutes. Voice vote taken, all voted yes, motion passes, minutes approved.
Committee Reports – Planning Commission
No report.
Old Business
Briefed discussed passing of current Mayor Uzpen, and process of appointing an acting Mayor and
replacement Mayor. Will revisit in June with a resolution, Councilmember Artig-Swomley stated that
she felt that Mayor Uzpen had been preparing her for the role of acting Mayor for a number of years.
Newsletter- Councilmember Artig-Swomley completed, ready for one more review. June newsletter –
article on right-of-ways, ownership and easement.
New Business
Resolution 2020-007 – Court Services Amendment Agreement
A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve
Resolution 2020-007, Court Service Amendment Agreement. Voice vote taken, all voted yes, motion
passes. Resolution approved.
Gem Lake Scholarship Discussion
Council briefly discussed the three applications for the Gem Lake Scholarship for Secondary Education.
Because the source of charitable gambling revenues (Country Lounge) is currently closed due to COVID-
19, the council decided that whatever is available in the charitable gambling funds on September 1,
2020, will be split three ways for the three candidates, Corey Doran, Tyler Tangwall and Griffin Varley. A
motion was made Councilmember Lindner, seconded by Councilmember Cacioppo, to vote on
acceptance of scholarship funds for Corey Doran, voice vote taken, all voted yes, scholarship approved
for Corey Doran. A motion was made Councilmember Lindner, seconded by Councilmember Cacioppo,
to vote on acceptance of scholarship funds for Tyler Tangwall, voice vote taken, all voted yes,
scholarship approved for Tyler Tangwall. A motion was made Councilmember Lindner, seconded by
Councilmember Cacioppo, to vote on acceptance of scholarship funds for Griffin Varley, voice vote

taken, all voted yes, scholarship approved for Griffin Varley. A letter will be sent to all three candidates
congratulating them and explaining the distribution of funds in September.
Claims
A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the
claims for April, 2020. Voice vote taken, all voted yes. Motion passes, claims approved.
Presentations from the Public
City Engineer Justin Gese brought up the final layer of asphalt for the Gem Lake Villas. Originally the
developer’s agreement stated that the road would be finalized after the completion of the last home
and turned over to the City of Gem Lake. Considering the state of the economy, that could be a number
of years down the road. Mr. Gese will contact the developer and have them make a formal request at
the next council meeting to amend the contract with the developer to allow the final layer of asphalt be
laid.
Open Items from the Council Members to Bring Up
Acting Mayor Artig-Swomley, memorial for Mayor Uzpen, perhaps a bench or a tree, Attorney Kelly will
check the statute on memorials, signs for the wildflowers in Gem Lake Villas, explaining what they are,
continue with virtual meetings, best to act on the side of caution.
Next Meetings/Workshop
City Council, Tuesday, June 16, will be a teleconference meeting (options for remote access for citizens
and councilmembers will be arranged before the next meeting), workshop, Monday, June 8, 2020,
cancelled.
Adjournment
Being there no further business, following a motion from Councilmember Lindner, seconded by
Councilmember Cacioppo, the meeting adjourned at 7:37 p.m.
