HomeMy WebLinkAbout2020 09-15 CC MinutesCity of Gem Lake City Council meeting minutes September 15, 2020 Page 1 City of Gem Lake City Council Meeting – September 15, 2020 Meeting Minutes Acting Mayor Artig-Swomley called the meeting to order at 7:00 p.m. Councilmembers Amlee, Cacioppo, and Lindner were present. Councilmember Kuny was absent (excused). Also present: Justin Gese, City Engineer, City Attorney Patrick Kelly, City Finance Director Tom Kelly and Emily Jennings, S.E.H., Ben Johnson, Planning Commission Chair, Don Cummings, Planning Commission member, Rick Bosak and Paul Emeott, citizens, Nate Sparks, NAC Planning. September 15, 2020, Agenda A motion was made by Councilmember Lindner, seconded by Councilmember Amlee to approve the agenda. Voice vote taken, all voted yes, motion passes. Agenda approved. Minutes A motion was made by Councilmember Lindner, seconded by Councilmember Amlee to approve the August 18, 2020, City Council minutes. Voice vote taken, all voted yes, motion passes, minutes approved. Committee Reports – Planning Commission No meeting. Old Business Newsletter ideas – Election, budget, audit, ballot, sign, MS4, scholarship. November newsletter will have an article about culverts. Public Hearing – Comp Plan & MS4 Comp Plan – Nate Sparks, NAC Planning Mr. Sparks gave an overview of the comp plan process. The comp plan has had its preliminary review by the Met Council, two areas of changes were the land use map. The next step is to hold the public hearing. The public hearing was called at 7:15 p.m. Councilmember Lindner asked about gateway mixed use and the golf course zoning. Mayor Artig-Swomley noted that the city does not have any public land. Planning Commissioner Don Cummings asked about redevelopment change. The council agreed that public comments could be submitted to Mr. Sparks for one more week. The public hearing was called closed by Councilmember Lindner at 7:23 p.m. A motion was made by Councilmember Lindner, seconded by Councilmember Amlee to adopt Resolution 2020-0013 Comp Plan Acceptance and allow for additional submittal of comments until September 22, 2020, motion passes, Resolution 2020-0013 approved. MS4 – Emily Jennings, S.E.H. Ms. Jennings provided an overview of the City of Gem Lake’s MPDES permit status, culverts and education, snow and ice management, and storm water. The public hearing was opened at 7:46 p.m. Rick Bosak, xxx Goose Lake Road, people don’t know who is responsible for the culverts, Paul Emeott, xxx Scheuneman Road, culverts on Scheuneman Road. Asked to have culvert education at the next meeting. The public hearing closed at 7:55 p.m. City of Gem Lake City Council meeting minutes September 15, 2020 Page 2 New Business 2021 Budget/Preliminary Levy Presentation & Resolution 2020-012 Adopting the Preliminary Amount to Be Raised by Property Taxation for the Year 2021– Tom Kelly, Finance Director Mr. Kelly gave an overview of the budget. Councilmember Lindner made a motion to approved Resolution 2020-012 Adopting the Preliminary Amount to Be Raised by Property Taxation for the Year 2021, second by Councilmember Amlee, voice vote, all yes, resolution adopted. 2019 Audit Presentation Michelle Hoffman from CliftonLarsonAllen presented the audit for 2019. Councilmember Lindner made a motion to accept the Audit, seconded by Councilmember Amlee. Audit accepted. Gem Lake Villas Developers Agreement Update Last month the curb sections were replaced and driveways repaired. Trees missing should be replaced (hopefully) by the end of the month. If the trees are not planted then the Developers Agreement will not be accepted. Hoffman Road Discussion Briefly discussed the mill and overlay, council agreed this is the last time the city will do a mill and overlay. The next step is to authorize SEH to prepare a proposal to review. Councilmember Lindner made a motion to authorize SEH to prepare a proposal for a mill and overlay for Hoffman Road, Councilmember Amlee seconded the motion. Voice vote taken, all yes, motion passes. Deer Hunting Ordinance Briefly discussed the distance that a deer stand can be from a home. Tabled further conversations to the October, 2020, City Council meeting. Claims A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the claims for September, 2020. Voice vote taken, all voted yes. Motion passes, claims approved. Presentations from the Public Rick Bosak, xxxx Goose Lake Road, the results of the water testing from Water Gremlin showed that three wells had dioxin in them. Not sure where the dioxin is coming from, it could either go away or get worse. Planning Commissioner Ben Johnson – asked that HyVee be invited to the planning commission meeting in October to discuss the future of the property and the commission would like to review the comp plan. Open Items from the Council Members to Bring Up Mayor Artig Swomley – a claim against the city has been brought forth for a copy right infringement for an image taken from Microsoft office. This was not intentional and the city will be settling the claim for $1,150.00. Mayor Bob’s bench has two potential sites in the Villas property, will be earmarked on Friday, September 18. Candidate information is in the White Bear Press, the Mayor and Councilmember Lindner have been invited to a zoom call to discuss the Rush Line. Councilmember Amlee – HyVee City of Gem Lake City Council meeting minutes September 15, 2020 Page 3 property is a mess, the fence is down, weeds are getting taller and children have been seen riding their bikes on the property. Attorney Kelly will send a letter to HyVee asking them to clean up the property. Next Meetings/Workshop City Council, Tuesday, October 20, October workshop cancelled.
