Councilmember Cacippo was absent (excused). Also present: Justin Gese, City Engineer, City Attorney Patrick Kelly, City Finance Director Tom Kelly. October 20, 2020, Agenda A motion was made by Councilmember Lindner, seconded by Councilmember Amlee to approve the agenda with the addition of the Ramsey County Election Agreement after Mayor Bob Bench discussion. Voice vote taken, all voted yes, motion passes. Agenda approved. Minutes A motion was made by Councilmember Lindner, seconded by Councilmember Amlee to approve the September 20, 2020, City Council minutes. Voice vote taken, all voted yes, motion passes, minutes approved. Committee Reports – Planning Commission No meeting. Old Business Newsletter ideas – Good neighbor edition, snow disposal, fires/bon fires, dog licenses, budget, running a business out of your home, election results, special election, Public Hearing – None New Business Resolution 2020-0013 Bruce Vento Trail A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to support Resolution 2020-0013 Bruce Vento Trail. A voice vote was taken, all voted yes, motion passes. Resolution 2020-0014 Certify to Tax Rolls – Sewer A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to support Resolution 2020-0014 Certify to Tax Rolls – Sewer payments. A voice vote was taken, all voted yes, motion passes. Resolution 2002-0015 Certify to Tax Rolls – Septic Inspection A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to support Resolution 2020-0015 Certify to Tax Rolls – Septic Inspection. A voice vote was taken, all voted yet, motion passes. Archery Hunt – 7 Daniels Farm Road Council discussed application for an Archery Hunt for 7 Daniels Farm road. Noted that the application wanted to hunt the morning of October 31, typically the council does not approve hunts on Halloween. Council agreed to allow the hunt the morning of Halloween (till 11:00 a.m.). A motion was made by City of Gem Lake City Council meeting minutes October 20, 2020 Page 2 Councilmember Lindner, seconded by Councilmember Amlee to approve the Archery Hunt for 7 Daniels Farm Road for October 30, October 31st till 11:00 a.m., November 1st, 6th, 7th, 13, 14, &15th 2020. Voice vote taken, all voted yes. Motion passes, hunt approved. Mayor Artig-Swomley will be passing the Archery Hunt Ordinance for a further review to the planning commission to look at limiting the number of hunters, stand distance from property lines and buildings. Audit Company Selection Results – Tom Kelly An RFP was sent to seven firms, five responded, Schlenner Wenner & Co., MMKR & Co. P.A., Bergan KDV, Abdo Eick & Meyers LLP. A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to choose MMKR & Co. P.A. for the City of Gem Lake’s audit firm. A voice vote was taken, all voted yes. Motion passes. MMKR & Co. P.A. has been retained at the City of Gem Lake’s auditor. Gem Lake Trail (located in Gem Lake Villas) Council discussed opening the trail to year round use. Plowing of the trail is still being ironed out. A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to open the Gem Lake Villas trail for year round use. Voice vote taken, all voted yes. Motion passes. Gem Lake Villas trail open for year round usage. COVID Strategies for Gem Lake Businesses To offset some of the expenses Gem Lake businesses have experienced this year, the business licenses for 2021 will be reduced by $25.00. A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to reduce the 2021 business licenses for Gem Lake businesses from $100.00 to $75.00. A voice vote was taken, all voted yes. Motion passes. Gem Lake business licenses for 2021 will be $75.00. Hoffman Road Mill and Overlay – Justin Gese Bids will be let in March, 2021, construction to start in May. A motion was made by Councilmember Linder, seconded by Councilmember Kuny to authorize S.E. H. to start the Mill and Overlay process for Hoffman Road. Voice vote taken, all voted yes. Motion passes. S.E.H. to start the process for mill and overlay for Hoffman Road. Culvert Report Tabled until November, 2020. Gem Lake Villas Developers Agreement Report Most of the trees planted, will review again in spring, 2021. Mayor Bob Bench Dedication Bench looks wonderful, will have a dedication ceremony in the spring of 2021. Ramsey County Elections Contract A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve the five year contract with Ramsey County for Elections. Voice vote taken, all voted yes. Contract approved. City of Gem Lake City Council meeting minutes October 20, 2020 Page 3 Noted that there will be a special election on February 9, 2021, for the vacated position of Councilmember Artig-Swomley (now Mayor Artig-Swomley). Future Meetings The November City Council meeting will be virtual, will decide after each meeting to continue with the virtual platform. Claims A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve the claims for October, 2020. Voice vote taken, all voted yes. Motion passes, claims approved. Presentations from the Public Open Items from the Council Members to Bring Up Mayor Artig-Swomley, zoom meeting with Rush line, re-education, comp plan density, The planning commission will be reviewing ordinance # 85 – Regulating home businesses, home merchandise and other home occupations. Next Meetings/Workshop City Council, Tuesday, November 17, October workshop cancelled.
