HomeMy WebLinkAbout2019 01-15 CC MinutesCity of Gem Lake City Council meeting minutes January 15, 2019 Page 1 City of Gem Lake City Council Meeting – January 15, 2019 Meeting Minutes Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Cacioppo, Lindner and Kuny were present. Others in attendance: City Attorney Patrick Kelly, County Commissioner Blake Huffman, residents/presenters/guests Laurel Amlee, John Birkeland, Rick Bosak, Paul Emeott, Ryan Grittman, Fritz and Hilary Magnuson, Linda McGinty, Brad Naylor, Nicole and Patty Nelson, Pete Oswald and Steve Sabraski. January 15, 2019, Agenda A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the agenda, motion passed. Agenda approved. Minutes A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Cacioppo to approve the December 18, 2018, City Council minutes. Motion passes, minutes approved. Ramsey County Commissioner Blake Huffman – Swearing in of New Council Members Commission Huffman swore in the new councilmembers, Mr. Len Cacioppo and Ms. Gretchen Artig- Swomley. Committee Reports None Commissioner Huffman – Update on County Issues/Projects Commissioner Huffman updated the council on the Ramsey County dome, TCAAP, Rush Line, Recycling, new county commissioner, Roseville library, trail on County Road E, Council should reach out to his staff in the fall, 2019, for a municipal 2020 project. Commissioner Huffman assured the council that the trail will be first on the 2020 municipal project list. Newsletter 2019 Goals, Gem Lake Villas, Trail on County Road E, Fire Contract Approval, Fireworks policy, speed limit, sewer bill, comp plan. New Business Comp Plan Presentation – Ryan Grittman Ryan Grittman, Northwest Associated Consultant, presented the Comprehensive Plan update. Next step, sending the comp plan out to adjacent municipalities for their review, public hearing at the April Planning Commission meeting. Approval of New Fire Contract with White Bear Lake A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve the Fire Contract with White Bear Lake. Motion passes, Fire Contract approved. City of Gem Lake City Council meeting minutes January 15, 2019 Page 2 Approval of the 2019 Fee Schedule The 2019 Fee Schedule includes the fees that White Bear Township charges for services to Gem Lake and a new $1.00 fee for a final design including elevations viewed from neighboring properties for approval for projects/developments within the City of Gem Lake. A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Cacioppo to approve the 2019 Fee Schedule. Motion passes, 2019 Fee Schedule approved. Resolution 2019-001 Assignments (Appointing Individuals and Firms to Perform the Functions Necessary for Supporting the Governing Body of the City of Gem Lake A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Cacioppo to approve Resolution 2019-001. Motion passes, resolution approved. Resolution 2019-002 Country Lounge Liquor License/Tobacco/Charitable Gambling A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve Resolution 2019-002. Motion passes, resolution approved. Resolution 2019-003 Donation to White Bear Lake Food Shelf Children’s Summer Lunch Program A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Cacioppo to approve Resolution 2019-003, Donation to White Bear Lake Food Shelf Children’s Summer Lunch Program. Motion passes, resolution approved. Resolution 2019-004 Donation to New Trax, Inc. A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve the Resolution 2019-004. Motion passes, resolution approved. Fritz Magnuson – Purchase of Land from the City of Gem Lake Mr. Magnuson wishes to purchase a piece of land that was part the Hansen properties and sold to Hansen Homes to be part of Gem Lake Villas. City Engineer recommends that the City not sell the land because of future utility needs. City Attorney Patrick Kelly said there is a warranty deed on Outlot A and land that has been donated to the City has to be held in trust. Mr. Kelly will research regulations for city donated land and report back to the Council at the February City Council meeting. The lilacs on Daniels Farm Road were briefly discussed. Daniels Farm Road Association is willing to continue to maintain the lilacs. Costs associated with the lilac upkeep last year were over $1,000. Approval of 67D – Septic Ordinance – Minor Changes A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve 67D Septic Ordinance. Motion passes, septic ordinance changes approved. Approval of Ordinance 9, Liquor Ordinance A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Kuny to approve the changes to Ordinance 9, Liquor Ordinance. Motion passes, Ordinance 9 changes approved. Presentations from the Public City of Gem Lake City Council meeting minutes January 15, 2019 Page 3 Luther Auto Group and Peter Oswald have signed a purchase agreement to purchase the Oswald property at 3516 Highway 61, Gem Lake. A brief presentation was made of the proposal. Council agreed they liked the initial concept. Anticipated construction is summer, 2019. John Birkeland, White Bear Floral, Country Lounge, Café Cravings, asked the council to check with other municipalities on how they handle assessments, briefly discussed a gravel car lot for Car Fit on Mr. Birkeland’s property, Paul Emeott, comp plan/zoning ordinance. Open Items for the Council Members to Bring Up 4140 Otter Lake Road, failed septic, progress on hooking up to the manhole, none, building inspector to red tag the building, health and safety issue, Gem Lake Villas house lighting, too bright?, Councilmember Lindner will measure with his light meter. Rush Line, original proposal was to go to Forest Lake, costs are still the same but a shorter route. Concerns about the cost the Rush Line being much too expensive and don’t support. Claims A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve the claims for January. Motion passes. Claims approved. Next Meetings/Workshop February 11, 2019, workshop cancelled.
