City Council Meeting – June 18, 2019
Meeting Minutes
Acting Mayor Artig-Swomley called the meeting to order at 7:00 p.m. Councilmembers Cacioppo, Kuny and
Lindner were present. Mayor Uzpen – absent, excused. Others in attendance: City Attorney Patrick Kelly,
City Engineer Justin Gese, Presenters/Residents/Planning Commission Members: Don Cummings, Dan
Marier, Bryan Mayer, Ramsey County, Jeff Smith, MPCA, Steve Varley, Karen Zumach, Tree Trust.
June 18, 2019, Agenda
A motion was made by Councilmember Linder to add to the following to the agenda, Final Approval for
Scheuneman Road Reconstruction GEMLK 143869, Vadnais Heights Water Meter (Villas) MPCA/Tree
Trust and table Patrick Christopherson and Trail in Outlot A to August, 2019, City Council, seconded by
Councilmember Kuny. A motion was made by Councilmember Lindner, seconded by Councilmember
Kuny to approve the agenda with changes, motion passed. Agenda approved.
Minutes
A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the
May 21, 2019, City Council minutes. Motion passes, minutes approved.
Newsletter
New Planning Commission members, recycling report, Water Gremlin update, Luther Cadillac update,
Gem Lake Villas, Gem Lake donation to the White Bear Lake Food Shelf, MS4, Tree Trust, Mitigation Plan
from Ramsey County, sewer bill, Rush Line.
New Business
Multi-Hazard Mitigation Plan – Bryan Mayer, Ramsey County
Mr. Mayer gave an overview of the Multi-Hazard Mitigation Plan. Councilmember Lindner made a
motion to accept the plan, seconded by Councilmember Cacioppo. Noted that a designated point of
contact needs to be appointed for the plan.
Resolution 2019-6, Donation for school lunch program/White Bear Lake Food Shelf
A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve
Resolution 2019-06. Motion passed, Resolution approved.
Final Approval for Payment No. 3 (Final) for Scheuneman Road Reconstruction GEMLK 143869
The Scheuneman Road reconstruction project is completed except for a few housekeeping items.
Payment will be held until those items are completed. City Engineer will let staff know when they are
complete and payment can be made. A motion was made by Councilmember Lindner, seconded by
Councilmember Kuny to approve the final payment. Motion passes, final payment approved pending
completion of housekeeping items.

The water meter for Gem Lake Villas was installed and purchased by Landmark’s contractor by approved
specs from the City of Vadnais Heights. Meter is not working property, flow rates have been estimated.
A new meter needs to be purchased. City of Vadnais Heights will pay 1/3 of the cost for a new meter,
City of Gem Lake will pay 2/3. Meter estimated cost - $15,000 - $22,000.
Jeff Smith, MPCA, Karen Zumach, Tree Trust
Provided an overview the tree project (planting of 500 trees) that will be part of the fine settlement
from Water Gremlin. Tree Trust will maintain the trees for two years, water and trim. No amount of
trees nor types of trees have been finalized yet. However tree diameter will be 1 inch.
Claims
A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the
claims for June, 2019. Motion passes, claims approved.
Open Items for the Councilmembers to bring up
Pond in Gem Lake Villas, MS4 Report, Comp Plan – are we on schedule? Gem Lake Logo – table to
August. Second phase of the sidewalk project, lighting ordinance.
Next Meetings/Workshop
July 8, 2019, workshop cancelled.
Adjournment
Being there no further business, following a motion from Councilmember Lindner, seconded by
Councilmember Cacioppo, the meeting adjourned at 7:53 p.m.
