City of Gem Lake
City Council Meeting – February 20, 2018
Meeting Minutes
Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Linder and Kuny
were present. Others in attendance: City Engineer Justin Gese, S.E.H., City Attorney Patrick Kelly, City
Planner Tom Riedesel; Planning Commission Chair Ben Johnson, Planning Commission member Len
Cacioppo; citizens: Rick Bosak, Paul Emeott, Fritz Magnuson, Stephen Nelson and Steve Varley.
February 20, 2018, Agenda
A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve
the agenda for February 20, 2018, motion passed. Agenda approved.
Minutes
Councilmember Artig-Swomley made a motion, seconded by Councilmember Lindner to approve the
minutes for January 16, 2018, motion passed. Minutes approved.
Committee Reports
Planning Commissioner Chair Ben Johnson briefly the council on the results of the Planning Commission
meeting on February 6, 2018. The commission reviewed the preliminary plat for the Villas at Gem Lake
and voted (4-0) to approve the preliminary plat with recommendations and conditions set forth in the
minutes of the meeting.
Newsletter
Villas at Gem Lake, liquor license approvals, Scheuneman Road project update, recycling report, items
held over from last newsletter, new council member, filing for vacant city council position, vintage
photos data base, newsletter out early March.
New Business
William Short – City Clerk Position
Mr. Short briefed the council on offering the city clerk position to Ms. Tori Leonhardt, staff member of
White Bear Township. Ms. Leonhardt has attended the course work and obtained the certificate to that
allows her to serve as a city clerk. The position was discussed with Ms. Leonhardt and township staff
and she has agreed to accept the position. A motion was made by Councilmember Lindner, seconded by
Councilmember Artig-Swomley to approve Ms. Tori Leonhardt as city clerk effective March 20, 2018.
Motion passed.
Resolution 2018-02 Willow Lane School
A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve
Resolution 2018-02. Motion passed. Resolution approved.
New City Councilmember
A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve the
appointment of Len Cacioppo as the new city councilmember. Motion passed. Mr. Cacioppo will be
sworn in at the March 20, 2018, City Council meeting.

Day’s open/hours open
Due to lack of foot traffic during the current business hours, the city will streamlining the hours and days
open. New business hours will be 8:00 a.m. – 2:00 p.m., Monday – Thursday, closed Fridays, subject to
approval of a resolution at the March 20, 2018, City Council meeting. A motion was made by
Councilmember Lindner, seconded by Councilmember Artig-Swomley to adopt a resolution at the March
20, 2018, City Council meeting stating new business hours and days open. Motion passed.
Scheuneman Road Project Update – Justin Gese
Next step in the process is to authorize the bid. Opening date, March 26, 2018, award project, April 17,
2018. Assessment hearing, April 17, 2018, City Council meeting. A motion was made by
Councilmember Artig-Swomley, seconded by Councilmember Lindner to authorize the bid for the
Scheuneman Road project. Motion passed.
Landmark of Gem Lake, LLC, review of preliminary plat and conditional use permit for the Villas of
Gem Lake proposal
After discussion in regard to the conditional use permit, zoning certificate and developers agreement
contents, the council agreed to continue the meeting to March 7th, 2018. A motion was made by
Councilmember Artig-Swomley, seconded by Councilmember Lindner to amend the agenda to continue
the meeting with a special City Council meeting to be held on March 7th, 2018. Motion passed.
Claims for the month of February, 2018
A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve
the claims for February, 2018. Motion passed. Claims approved.
Monthly Financial Reports
Approved.
Next Meetings
March 12, Workshop cancelled, Next City Council meeting, Tuesday, March 20, 2018, 7:00 p.m.
Adjournment
No adjournment, the meeting was continued to March 7, 2018.
