HomeMy WebLinkAbout2018 03-20 CC MinutesCity of Gem Lake City Council meeting minutes March 20, 2018 Page 1 City of Gem Lake City Council Meeting – March 20, 2018 Meeting Minutes Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Cacioppo, Kuny and Lindner were present. Others in attendance: City Clerk Tori Leonhardt, Ramsey County Commissioner Blake Huffman, Lisee Cacioppo, Paul Emeott and Jasmine Vue. March 20, 2018, Agenda A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve the agenda for March 20, 2018, motion passed. Agenda approved. Minutes February 20, 2018, minutes, change adjourned to continue to March 7, 2018. March 7, 2018, Special City Council meeting minutes, change na, to nay. A motion was made by Councilmember Artig- Swomley, seconded by Councilmember Lindner to approve the minutes with changes, motion passed. Minutes approved. Committee Reports None. Newsletter Trash to treasure article, scholarship, septic inspection requirement if you are selling your home. Next newsletter in May, 2018, picture of swearing in City Council member and City Clerk. New Business Ramsey County Commissioner Blake Huffman swore in the new City Clerk Tori Leonhardt and Councilmember Cacioppo. He provided an update on the asphalt patching within Ramsey County; Rice Street bridge; Rush Line; and the Rice Creek Commons. Resolution 2018-05 Hours and Days of Operation Gem Lake City Hall A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve Resolution 2018-05. Motion passes, Resolution approved. Discussion on Naming of Street in the Landmark Development Project The Council discussed the naming only street inside of the Villas of Gem Lake. The name will be Summit Farm Lane, numbering will start where the Daniels Farm Road numbers left off. A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to name the new street Summit Farm Lane, numbering beginning where Daniels Farm Road left off. Motion passed. Liability Coverage Waiver – Waiver of Tort Limits A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to not waive the monetary limits on municipal tort liability. Motion passes, form signed. Claims A motion was made by Councilmember Linder, seconded by Councilmember Artig-Swomley to approve the claims, holding the payment to S.E.H. for clarification. Motion passes. Claims approved. City of Gem Lake City Council meeting minutes March 20, 2018 Page 2 Open Items for the Councilmembers to Bring Up Charitable Gambling proceeds: The City has received a request for a donation for playground equipment at Willow Lane Elementary. Suggested amount $3000.00, resolution in April, 2018. Food shelf donation for children’s lunch program in May. Scholarship funds in May if there are any applicants. Adjournment Being there no further business, following a motion from Councilmember Linder, seconded by Councilmember Artig-Swomley, the meeting adjourned at 7:46 p.m. Respectfully submitted, Gloria Tessier.
