City Council Meeting – July 10, 2018
Meeting Minutes
Acting Mayor Artig-Swomley called the meeting to order at 7:02 p.m. Councilmembers Cacioppo and Lindner
were present. Mayor Uzpen and Councilmember Kuny were ill. Others in attendance: Ron Bartosch, City
Attorney Patrick Kelly, Fritz Magnuson, City Engineer Justin Gese, City Planning Chairman Ben Johnson,
Joshua Eckton, Honey Bear Meadery, Paul Emeott, Dan Marier and an unnamed reporter from the White
Bear Press.
July 10, 2018, Agenda
A motion was made by Councilmember Cacioppo, seconded by Councilmember Lindner to approve the
agenda for July 10, 2018, motion passed. Agenda approved.
Minutes
A motion was made by Councilmember Cacioppo, seconded by Councilmember Lindner to approve the
June 19, 2018, City Council minutes. Motion passed, minutes approved.
Committee Reports
Planning Commissioner Chair, Ben Johnson reported on the planning commission meeting that took
place on Monday, July 9. The council met to discuss making changes to the Consolidated Land Use
Ordinance, Section 9.6.5. The council agreed to add distillery, on and off sale liquor, microbrew,
meadery, convenience stores, fuel islands, coffee shop and restaurant. No wholesale distribution. The
council discussed the 60% glass coverage, noted that 60% is a guide, nor more than 60% and not less
than 35%. Council also had an informal discussion on land use, form base and future Hoffman Road
planning. HyVee granted the City of Gem Lake an extension to the 60 day rule.

New Business
Change August City Council meeting
A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to change the
August city council meeting from August 21, 2018, to August 8, 2018.

Moving forward in the process.
Claims
A motion was made by Councilmember Linder, seconded by Councilmember Cacioppo to approve the
claims for July. Motion passes. Claims approved.

Open Items/Residents Comments
Joshua Eckton, Honey Bear Meadery, proposed business for 1595 E. County Road E, Gem Lake,
presented a proposal for a meadery at 1595 E. County Road E, Gem Lake, stated he supported the
zoning ordinance amendments. Fritz Magnuson, resident, as a result of the 4th of July storm and grading
within the Villas Development, he estimated that 16,000 gallons of water has settled in his back yard
and the adjacent property. City Engineer stated that a temporary remediation is currently in place. Mr.
Magnuson’s states that his property is still wet. City Engineer Gese responded that the conditions are a
result of the contractor’s means and methods, and that which we are not allowed to dictate. This was
caused by the contractor and measures are being taken to resolve the situation. Councilmember
Lindner had a brief meeting on the Rush Line project, discussing a potential bus stop in Gem Lake on 61.
Acting Mayor Artig-Swomley asked if this was for the $400 million bus route. Councilmember Lindner
noted that he saw an article about New Trax in the White Bear Press and a new bus line and the need
for donations. Acting Mayor Artig-Swomley stated that New Trax is part of the future Charitable
Donations.
Next Meetings/Workshop
Councilmember Lindner made a motion to cancel the August workshop and move the August City
Council meeting from August 21 to August 8, Councilmember Cacioppo, seconded. Motion passed,
meeting dates changed.
Adjournment
Being there no further business, following a motion from Councilmember Linder, seconded by
Councilmember Cacioppo, the meeting adjourned at 7:42 p.m.
