City of Gem Lake City Council meeting minutes August 8, 2018 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – August 8, 2018 <br />Meeting Minutes <br /> <br />Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Kuny and Lindner <br />were present. Councilmember Cacioppo was absent (excused). Others in attendance: City Attorney Chad <br />Lemons, City Engineer Justin Gese, City Finance Director Tom Kelly, Laurel Amlee, John Birkeland, Greg <br />Martz, Peter Oswald, Dennis Olson and an unnamed reporter from the White Bear Press. <br /> <br />August 8, 2018, Agenda <br />The agenda was amended to table the following items to the September City Council meeting. Tree <br />policy, Resolution 2018-23, Approval of HyVee development on Hoffman Road, Liquor Ordinance #9. <br />The following items were added to the agenda, appoint Gloria Tessier as interim city clerk and discuss <br />traffic on Goose Lake Road. A motion was made by Councilmember Artig-Swomley, seconded by <br />Councilmember Lindner to approve the agenda with changes for August 8, 2018, motion passed. <br />Agenda approved. <br /> <br />Minutes <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve <br />the July 10, 2018, City Council minutes. Motion passed, minutes approved. <br /> <br />Committee Reports <br />Planning Commissioner Chair Ben Johnson reported on the planning commission meeting that took <br />place on Tuesday, August 7. The council met to discuss the liquor ordinance and update on HyVee. John <br />Birkeland, property owner of Café Cravings, Country Lounge, White Bear Floral and several homes on <br />the south side of Hoffman Road brought up his concerns about the cost of repair/replace in the future of <br />Hoffman Road. He estimates the costs to be over a million dollars and would cause him to go out of <br />business. He is in favor of the HyVee, however just concerned about the cost of redoing Hoffman Road <br />if and when that takes place. HyVee made a brief presentation on their proposed building on Hoffman <br />Road. <br /> <br />Newsletter <br />August/September, update on the Villas, Donuts with a Cop/Golfing at Gem Lake Golf Course Friday <br />morning teen golf, HyVee update, Coffee with a Cop, September 18, City Council meeting, Scheuneman <br />Road (business district) completion. <br /> <br />New Business <br /> <br />Approve Amendments to Land Use Ordinance #131 – Resolution 2018-24 <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve <br />the amendments to the Land Use Ordinance. Motion passed, Resolution approved. <br /> <br />Continuing Disclosure Certificate for Ehlers as Our Bond Representative <br />Finance Director Tom Kelly gave an overview of changes since 1995 (EMMA and FCC) requirements for <br />bonds. Councilmember Artig-Swomley made a motion to approve the contract with Ehlers as our bond <br />representative, seconded by Councilmember Lindner. Motion passed, Contract approved.
