HomeMy WebLinkAbout2018 08-08 CC MinutesCity of Gem Lake City Council meeting minutes August 8, 2018 Page 1 City of Gem Lake City Council Meeting – August 8, 2018 Meeting Minutes Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Kuny and Lindner were present. Councilmember Cacioppo was absent (excused). Others in attendance: City Attorney Chad Lemons, City Engineer Justin Gese, City Finance Director Tom Kelly, Laurel Amlee, John Birkeland, Greg Martz, Peter Oswald, Dennis Olson and an unnamed reporter from the White Bear Press. August 8, 2018, Agenda The agenda was amended to table the following items to the September City Council meeting. Tree policy, Resolution 2018-23, Approval of HyVee development on Hoffman Road, Liquor Ordinance #9. The following items were added to the agenda, appoint Gloria Tessier as interim city clerk and discuss traffic on Goose Lake Road. A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve the agenda with changes for August 8, 2018, motion passed. Agenda approved. Minutes A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve the July 10, 2018, City Council minutes. Motion passed, minutes approved. Committee Reports Planning Commissioner Chair Ben Johnson reported on the planning commission meeting that took place on Tuesday, August 7. The council met to discuss the liquor ordinance and update on HyVee. John Birkeland, property owner of Café Cravings, Country Lounge, White Bear Floral and several homes on the south side of Hoffman Road brought up his concerns about the cost of repair/replace in the future of Hoffman Road. He estimates the costs to be over a million dollars and would cause him to go out of business. He is in favor of the HyVee, however just concerned about the cost of redoing Hoffman Road if and when that takes place. HyVee made a brief presentation on their proposed building on Hoffman Road. Newsletter August/September, update on the Villas, Donuts with a Cop/Golfing at Gem Lake Golf Course Friday morning teen golf, HyVee update, Coffee with a Cop, September 18, City Council meeting, Scheuneman Road (business district) completion. New Business Approve Amendments to Land Use Ordinance #131 – Resolution 2018-24 A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve the amendments to the Land Use Ordinance. Motion passed, Resolution approved. Continuing Disclosure Certificate for Ehlers as Our Bond Representative Finance Director Tom Kelly gave an overview of changes since 1995 (EMMA and FCC) requirements for bonds. Councilmember Artig-Swomley made a motion to approve the contract with Ehlers as our bond representative, seconded by Councilmember Lindner. Motion passed, Contract approved. City of Gem Lake City Council meeting minutes August 8, 2018 Page 2 Travel Policy for Mayor, Councilmembers and City Staff A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve the Travel Policy. Motion passed, travel policy approved. Resolution 2018-21 Willow Lane Elementary School A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve Resolution 2018-21. Noted that teachers should use funds for school supplies and books for classroom libraries. Motion passed, resolution approved. Claims A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve the claims for August. Motion passes. Claims approved. Interim City Clerk – Gloria Tessier The current city clerk is out on a medical leave which requires an interim clerk be appointed until she returns. A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to appoint Gloria Tessier as interim city clerk until December 31, 2018, or whenever the current clerk returns. Motion passed. Interim City Clerk approved. Open Items/Residents/Councilmember Comments Traffic on Goose Lake Road, drivers speeding not paying attention to cross walks for golfers, possibly more signage for cross walks, bushes needs to be cut back, almost a fatality from a speeder. Contact Ramsey County about more signage for cross walks. Sign for Hoffman Road and Scheuneman Road needs to be put back up, Mr. Gese will contact the county to check on status. Greg Martz – AM/PM – during the Scheuneman Road construction it was impossible to get cars in and out of the shop, road basically a mud pit and impassible, and it cut into Mr. Martz’s income. Justin Gese – should have notified the city right away about this. Laurel Amlee – agrees with Mr. Birkeland’s comments about Hoffman Road, again, happy to have HyVee. Mr. Gese – the sanitary sewer on Hoffman Road will be relined this year. If there is a repair, a cost analysis will be done. Councilmember Lindner – bus rapid transit meeting about the County Road E Station, Tuesday, August 14, 3:00 p.m. – 5:00 p.m. – Buerkle Buick. $450 million for a bus line? Am I missing something? Next Meetings/Workshop September 10, 2018, workshop cancelled. Adjournment Being there no further business, following a motion from Councilmember Artig-Swomley, seconded by Councilmember Lindner, the meeting adjourned at 8:14 p.m. Respectfully submitted, Gloria Tessier.
