City of Gem Lake City Council meeting minutes December 18, 2018 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – December 18, 2018 <br />Meeting Minutes <br /> <br />Acting Mayor Artig-Swomley called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, <br />Cacioppo, Lindner and Kuny were present. Mayor Uzpen was absent (excused). Others in attendance: <br />Emily Erdahl, Engineer S.E.H., City Engineer Justin Gese, Planning Commission Chair Ben Johnson, City Finance <br />Director Tom Kelly, residents Bea and Kitt Kuny, students Bennett King, Lizzie Ohmann. <br /> <br />December 18, 2018, Agenda <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />agenda with the additions a charitable gambling donation to Newtrax and the approval of the special <br />city council meeting on November 15, 2018, motion passed. Agenda approved. <br /> <br />Minutes <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />November 20, 2018, City Council minutes. Motion passes, minutes approved. <br /> <br />Minutes – Special City Council meeting <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />minutes for the Special City Council meeting, November 15, 2018. Motion passes, minutes approved. <br /> <br />Committee Reports- Planning Commission <br />Planning Commission Chair Ben Johnson reported on the November 7th meeting. Changes to ordinances <br />#67D (regulating subsurface sewage treatment systems) and #9 (regulating the sale and consumption of <br />intoxicating liquor) were reviewed and recommended for approval (3-0 vote in favor) to be forwarded to <br />the council for their approval at January, 2019, City Council meeting. <br /> <br />Newsletter <br />Rush Line article (written by Jim Lindner) Year End Review, Year Ahead Overview, Election Results, <br />Status Report Gem Lake Villas, New Speed limit on City Streets, Budget. <br /> <br />Public Hearing – MS4 – Emily Erdahl, S.E.H Engineer <br />Emily Erdahl, Engineer, S.E.H. presented the MS4 report for 2017. A motion was made by <br />Councilmember Lindner, seconded by Councilmember Cacioppo, to open the public hearing at 7:19 p.m. <br />No comments were made. Councilmember Lindner made a motion to close the public hearing, <br />seconded by Councilmember Cacioppo, public hearing was closed at 7:20 p.m. A motion was made by <br />Councilmember Lindner, seconded by Councilmember Cacioppo to accept the MS4 Report for 2017, <br />Resolution 2018-38. A vote was called, all councilmembers voted yes. Motion passes, resolution <br />approved. <br /> <br />New Business <br /> <br />Resolution 2018-35 Black Sea Restaurant Wine License
