HomeMy WebLinkAbout2018 12-18 CC MinutesCity of Gem Lake City Council meeting minutes December 18, 2018 Page 1 City of Gem Lake City Council Meeting – December 18, 2018 Meeting Minutes Acting Mayor Artig-Swomley called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Cacioppo, Lindner and Kuny were present. Mayor Uzpen was absent (excused). Others in attendance: Emily Erdahl, Engineer S.E.H., City Engineer Justin Gese, Planning Commission Chair Ben Johnson, City Finance Director Tom Kelly, residents Bea and Kitt Kuny, students Bennett King, Lizzie Ohmann. December 18, 2018, Agenda A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the agenda with the additions a charitable gambling donation to Newtrax and the approval of the special city council meeting on November 15, 2018, motion passed. Agenda approved. Minutes A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the November 20, 2018, City Council minutes. Motion passes, minutes approved. Minutes – Special City Council meeting A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the minutes for the Special City Council meeting, November 15, 2018. Motion passes, minutes approved. Committee Reports- Planning Commission Planning Commission Chair Ben Johnson reported on the November 7th meeting. Changes to ordinances #67D (regulating subsurface sewage treatment systems) and #9 (regulating the sale and consumption of intoxicating liquor) were reviewed and recommended for approval (3-0 vote in favor) to be forwarded to the council for their approval at January, 2019, City Council meeting. Newsletter Rush Line article (written by Jim Lindner) Year End Review, Year Ahead Overview, Election Results, Status Report Gem Lake Villas, New Speed limit on City Streets, Budget. Public Hearing – MS4 – Emily Erdahl, S.E.H Engineer Emily Erdahl, Engineer, S.E.H. presented the MS4 report for 2017. A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo, to open the public hearing at 7:19 p.m. No comments were made. Councilmember Lindner made a motion to close the public hearing, seconded by Councilmember Cacioppo, public hearing was closed at 7:20 p.m. A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to accept the MS4 Report for 2017, Resolution 2018-38. A vote was called, all councilmembers voted yes. Motion passes, resolution approved. New Business Resolution 2018-35 Black Sea Restaurant Wine License City of Gem Lake City Council meeting minutes December 18, 2018 Page 2 A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve Resolution 2018-35. A vote was called, all councilmembers voted yes. Motion passes, resolution approved. Resolution 2018-36 Gem Lake Hills Golf Course Beer and Liquor License A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve Resolution 2018-36. A vote was called, all councilmembers voted yes. Motion passes, resolution approved. Resolution 2018-37 Extension of Gloria Tessier Acting City Clerk Position A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve Resolution 2018-37. A vote was called, all councilmembers voted yes. Motion passes, resolution approved. Resolution 2018-39 Transfer of Funds A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve Resolution 2018-39. A vote was called, all councilmembers voted yes. Motion passes, resolution approved. Gem Lake Fees for Water and Sewer Rates for the Gem Lake Villas A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the water and sewer rates for Gem Lake Villas. Motion passes, fees approved. Gem Lake 2019 Fee Schedule A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the 2019 Fee Schedule for Gem Lake. Motion passes, fee schedule approved. Claims A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the claims for December. Motion passes. Claims approved. Charitable Gambling Donation to Newtrax Council discussed making a donation to Newtrax at their November, 2018, meeting. A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve a $1,000 donation to Newtrax in November. Due to the decrease in anticipated gambling funds and the council’s historic donation to the White Bear Lake Food Shelf in December of each year, the Council agreed to reduce their donation to Newtrax from $1,000 to $500.00. Motion passes, donation reduction approved. Next Meetings/Workshop January 14, 2019, workshop cancelled.
