HomeMy WebLinkAbout2017 04-18 CC MinutesCity of Gem Lake City Council Meeting minutes, April 18, 2017 Page 1 City of Gem Lake City Council Meeting – April 18, 2017 Meeting Minutes Mayor Uzpen called the meeting to order at 7:02 p.m. Councilmembers Artig-Swomley, Bosak, Kuny and Lindner were present. Others in attendance: City Engineer Justin Gese, City Attorney Patrick Kelly, John Birkeland, Greg Fry, Giorgi Gochitashvili and Paul Emeott. April 18, 2017, Agenda A motion was made by Councilmember Bosak, seconded by Councilmember Artig-Swomley to approve the agenda for April 18, 2017, motion passed. Agenda approved. Minutes Councilmember Artig-Swomley made a motion, seconded by Councilmember Lindner to approve the minutes for March 21, 2017, motion passed. Minutes approved. Committee Reports No members of the Planning Commission were in attendance, however Councilmember Lindner did attend the Planning Commission meeting and stated there were no issues with the conditional use permits reviewed. The planning commission are continuing their work on the comprehensive plan. Old Business Newsletter ideas – comp plan update, hot dog with a deputy, new land use ordinance, profile Derek Wippich, Golden Acres, billing and dog licenses. Public Hearing None New Business Resolution Recognizing May 15 – May 20th, National Police Week Councilmember Lindner made a motion, seconded by Councilmember Artig-Swomley to approve the Resolution recognizing May 15-May 20th, 2017, as National Police Week. Motion passed, resolution approved. Conditional Use Permit – SGS Holding, 1581 County Road E SGS Holdings has requested a conditional use permit for a storage shed for 1581 County Road E. Shed would store gardening/snow equipment, display cabinets, a vehicle and overflow items from the business. Shed would not be attached to the current structure, will have no electric or water, class 5 floor, concrete perhaps in the future. Structure is 40 feet away from Barnett’s property. Councilmember Lindner made a motion based on the findings from the Planning Commission and the City Council to approve the Conditional Use Permit for SGS Holdings, 1581 County Road E, and Gem Lake. Councilmember Artig-Swomley seconded. Motion passed. Conditional Use Permit – Justin Short, 3614 Big Fox Road City of Gem Lake City Council Meeting minutes, April 18, 2017 Page 2 Mr. Short was not present to answer questions from the Council. Attorney Kelly advised to send a letter to Mr. Short to move to request an extension to the May, 2017, City Council meeting. Councilmember Artig-Swomley made a motion to send a letter to Mr. Short requesting an extension till the May 16, 2017, City Council meeting, seconded by Councilmember Lindner, motion passed. A letter will be sent to Mr. Short requesting an extension to the May 16, 2017, City Council meeting. Approval of Hansen LCC Garden Permit A motion was made by Councilmember Bosak, seconded by Councilmember Lindner to approve the Interim Use Permit for the Garden Overlay for Bryan Hansen’s property on County Road E. Motion passed. Garden Overlay Permit approved. Bear Roofing, 3815 Scheuneman Road Greg Fry, Bear Roofing, Inc. and owner of rental property at 3815 Scheuneman Road requested permission to have his subcontractor who lives at 3815 Scheuneman Road store trailers overnight and transport two trailers from 3815 Scheuneman Road to job sites and back. Trailers would contain roofing shingles and nails and would be tarped. Councilmember Artig-Swomley made a motion, seconded by Councilmember Bosak to deny Bear Roofing permission to store trailers at 3815 Scheuneman Road, to do so would violate ordinance 85. Request denied. Update on the purchase of Tom Hansen’s field Daniels Farm Road ownership is in the process of verification. Claims for April, 2017 A motion was made by Councilmember Lindner, seconded by Councilmember Bosak to approve the claims for April, 2017. Motion passed. Claims approved. Monthly Financial Reports Approved. Presentations by the Public Paul Emeott asked the Council about well water testing. Several years ago the City of Gem Lake offered well water testing. Mr. Emeott requested that the City offer this service again. Open Items for the Councilmembers to bring up Councilmember Lindner updated the Council on the land use ordinance, should be ready by May. Hillary Farm builders need to be reminded of hours of construction in Gem Lake. A letter will be sent.
