City Council Meeting – October 17, 2017
Meeting Minutes
Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Kuny and Lindner were present.
Others in attendance: City Attorney, Patrick Kelly, City Engineer, Justin Gese, Greg Anderson, S.E.H.,
others present: Sally Ackerman – Vera Auto Sales, Ron Bartosch, Tom Bolfing, Len Cacioppo, Giorgi
Gochitashvili-Vera Auto Sales, Carl Jahn-G & A Colortech, George Jungmann, Dan Majr-Polar Tool, Jack
Mayeron-Barnett, Shawn Pehrson.

A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve the
agenda for October 17, 2017, motion passed. Agenda approved.
Minutes
Councilmember Lindner made a motion, seconded by Councilmember Kuny to approve the minutes for
September 19, 2017, motion passed. Minutes approved.
Committee Reports
No Planning Commission meeting took place in October.

New Business
Informal Presentation from S.E.H. on Scheuneman Road in the business district – Greg Anderson
Greg Anderson from S.E.H. presented the state of Scheuneman Road in the business district. The
council approved S.E.H. (the city's engineering firm) to do a feasibility study on the road. Improvements
would include replace the existing rural street section with urban section - including storm sewer, new
concrete curb and gutter and bituminous pavement. Extend the sanitary sewer main to Highway 61 and
the extension of the water main, replace the existing culverts. No costs or time frame were discussed.
The first step is an agreement to do a feasibility study. A motion was made by Councilmember Lindner,
seconded by Councilmember Kuny to authorize S.E.H. to do a feasibility study on Scheuneman Road in
the business district. Motion passed. Feasibility study to proceed.
Resolution 2017-13 Certifying Polling Place for 2018 Election
A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve
Resolution 2017-13, designating Heritage Hall, 4200 Otter Lake Road as the polling place for 2018.
Motion passed. Resolution approved.
Resolution 2017-15 Snow Plowing Contract
A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve
Resolution 2017-15, designating T. A. Schifsky & Sons, Inc. as snow plow service for city streets from
October 2017 – September 2018. Motion passed. Resolution approved.
Resolution 2017-16 Certifying Delinquent Sewer Charges

A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve
Resolution 2017-16, Certifying Delinquent Sewer Charges. Motion passed. Resolution approved.
Resolution 2017-17 Certifying Delinquent Fire Charges
A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve
Resolution 2017-17, Certifying Delinquent Fire Charges with the removal of 34-30-22-12-0016. Motion
passed. Resolution approved.
Resolution 2017-18 Certifying Delinquent Septic Charges
A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve
Resolution 2017-18, Certifying Delinquent Septic Charges. Motion passed. Resolution approved.
Claims for the month of October, 2017
A motion was made by Councilmember Kuny, seconded by Councilmember Lindner to approve the
claims for October, 2017. Motion passed. Claims approved.

Approved.
Presentations from the Public
Shawn Pehrson, 4140 Otter Lake Road, sanitary sewer request. The City agreed to allow a connection
per the City Engineer recommendations which are:
• Create an agreement that will allow this parcel and this parcel only to connect into the MH on
Scheuneman Rd;
• The agreement will need to include the assessment to his parcel for sewer connection;
• The agreement will need to include the SEH review, approval, inspection and engineering fees
for the work to be performed by his contractor;
• The agreement will need to include the attorney’s fees involved in drafting the agreement;
• The agreement will need to include language that will make the parcel responsible for any
damage, maintenance, etc. to the manhole;
• If the property sells the agreement goes with the property;
• The property owner removes the shed on the property;
• A cost estimate of $17,000 was given. The fees would be paid in a certified check before any
permits are issued.
Mr. Pehrson was directed to have his attorney contact the City Attorney. A motion was made by
Councilmember Linder, seconded by Councilmember Kuny to accept the City Engineers
recommendations for 4140 Otter Lake Road. Motion passed. Recommendations accepted.
Mayor Uzpen stated that if any property within the City of Gem Lake who wishes to have city sewer
and/or water, they can create a petition and present it to the city council following the petition
guidelines.
Next Meetings
City of Gem Lake Workshop for Monday, November 13. Next City Council meeting, Tuesday, November
21, 7:00 p.m.
Adjournment Being there no further business, following a motion by Councilmember Lindner, seconded
