HomeMy WebLinkAbout2016 02-16 CC MinutesCity of Gem Lake City Council meeting minutes, Tuesday, February 16, 2016 Page 1 City of Gem Lake City Council Meeting – February 16, 2016 Meeting Minutes Mayor Uzpen called the meeting to order at 7:01 p.m. Councilmembers Artig-Swomley, Bosak, Kuny and Lindner were present. Others in attendance: Beth and Steve Herzog. February 16, 2016, Agenda A motion was made by Councilmember Lindner, seconded by Councilmember Bosak to approve the Agenda for February 16, 2016, motion passed. Agenda approved. Minutes Councilmember Artig-Swomley made a motion, seconded by Councilmember Lindner to approve the minutes for the January 19, 2016, City Council meeting, motion passed. Minutes approved. Committee Reports None Old Business Newsletter ideas: Planning Commission opening, history of water project, winter parking, Sanibel Dance Studio, Scholarship Fund, Blake Hoffman attending March 15, 2016, City Council meeting, Trash to Treasure event, food shelf donation, stats on recycling, schedule for recycling. New Business Resolution 2016-02 – White Bear Lake Food Shelf Donation A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Bosak to approve Resolution 2016-02 – Donation to White Bear Lake Food Shelf, motion passed. Resolution 2016-03 Policy for application for development – Creating a new policy for processing development/redevelopment applications The City of Gem Lake will have a policy effective immediately that the application for redevelopment/development shall not be considered complete until all government and non- government agency/consultants have submitted their reports. The Planning Commission will not hold a public hearing until all documents have been received. Councilmember Linder made a motion to accept Resolution 2016-03, seconded by Councilmember Artig-Swomley, motion passed. Resolution 2016-04 Adopting the New Voting System A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to Adopt the use of a new voting system. Motion passed. The $10,000 payment for the new system would be spread over a five year period. Trash to Treasure Day, April 30 Councilmember Artig-Swomley made a motion, seconded by Councilmember Lindner to adopt a “Trash to Treasure Day” within the City of Gem Lake on April 30th. Noted that residents retrieve unclaimed “treasures” at the end of the day. Motion passed. City of Gem Lake City Council meeting minutes, Tuesday, February 16, 2016 Page 2 Claims for February, 2016 A motion was made by Councilmember Lindner, seconded by Councilmember Bosak to approve the claims for February, 2016, motion passed. Monthly Financial Reports Accepted. Presentations from the Public Beth Herzog and Steve Herzog, 1433 Goose Lake Road have purchased the property at 1401 Goose Lake Road and wish to subdivide their land. After a brief discussion it was determined that the property would not be a subdivision but a replotting of land. A brief discussion about rental property and the current inspection form took place. Ms. Herzog has extensive experience with rental properties within other municipalities and volunteered to assist Gem Lake with their forms and procedures. Additional items from the City Council Councilmember Artig-Swomley will work with Ms. Tessier on the installation of a flag pole at City Hall. Next Meetings March 14, 2016, City of Gem Lake Workshop meeting – cancelled Next City Council meeting, Tuesday, March 15, 7:00 p.m. Adjournment Being there no further business, following a motion by Councilmember Lindner, seconded by Councilmember Bosak, Mayor Uzpen adjourned the meeting at 7:48 p.m. Respectfully submitted, Gloria Tessier
