HomeMy WebLinkAbout2016 04-19 CC MinutesCity of Gem Lake City Council Meeting minutes, April 19, 2016 Page 1 City of Gem Lake City Council Meeting – April 19, 2016 Meeting Minutes Acting Mayor Artig-Swomley called the meeting to order at 7:00 p.m. Councilmembers Bosak, Kuny and Lindner were present, Mayor Uzpen was excused (ill). Others in attendance: Justin Gese S.E.H., Paul Emeott, Lori Kirchhamer, Christine Renstrom, residents. April 19, 2016, Agenda A motion was made by Councilmember Lindner, seconded by Councilmember Bosak to approve the agenda for April 19, 2016, with a change that the Motion to hire S.E.H. to perform a feasibility study would be changed to a discussion on the municipal water connection ordinance, motion passed. Agenda approved with change. Minutes Councilmember Artig-Swomley made a motion, seconded by Councilmember Bosak to approve the minutes for the March 15, 2016, City Council meeting with a change to the xxx in garden plot, motion passed. Minutes approved. Committee Reports None – noted that Councilmember Lindner stated that the Planning Commission meeting did take place with a report to the Commission updating them on revisions to the Ordinance 43 and the Gateway ordinance. Old Business Newsletter ideas: Blake Huffman, County Commissioner lead story, Waste Management recycling report, trash to treasure reminder, rain garden seminar, flag pole update, water project construction starting in April, schedule on construction project, severe weather awareness, Montessori school history, Goose Lake road under pass, utility billing information. New Business Resolution 2016-06 Nate Tessier Scholarship A motion was made by Councilmember Lindner, seconded by Councilmember Bosak to approve a $1,000 scholarship for Nate Tessier. Motion passed. Resolution 2016-07 A motion was made by Councilmember Lindner, seconded by Councilmember Bosak to approve “A Start By Believing Community” initiative from Ramsey County. Motion passed. S.E.H. Municipal Water Connection Ordinance The cash connection ordinance will be a discussion item at the City Council workshop in May. Discussed whether or not we needed two ordinances, one for sewer, one for water. Mr. Gese will check with Attorney Kelly. Clarification for the workshop – one or two ordinances, definitions. Claims for April, 2016 A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve the claims for April, 2016. Motion passed. Monthly Financial Reports Accepted. Open Items for the Councilmembers to Bring up A brief discussion about the County Road E development took place. Councilmember Lindner asked about who did the project for the IC Systems. Are they coming back to repair the lawns? Presentations from the Public Lori Kirchhamer and Christine Renstrom, Otter Lake Road, inquired as to the status of the petition to have city sewer in their neighborhood. Council reported that we did have discussions about the sewer however the petition was never formally given to the City. Ms. Kirchhamer and Ms. Renstrom stated that they were going to survey their neighbors as to whether or not they wanted city sewer. They asked about percentages needed and appropriate wording to petition the City. Ms. Tessier agreed to check the ordinance and email them with the percentage and wording. Mr. Gese reminded everyone that the 429 process needs to be followed. Paul Emeott asked about the striping for Scheuneman Road. Striping will take place in May, 2016.
