City of Gem Lake City Council Meeting minutes, June 21, 2016 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – June 21, 2016 <br />Meeting Minutes <br /> <br /> <br />Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Bosak and <br />Lindner and Kuny were present. Others in attendance: Jonathan Beseman and Mike Donnelly, Waste <br />Management, Justin Gese, City Engineer, Patrick Kelly, City Attorney, Paul Emeott, Tom Hansen, Lori <br />Kirchhamer and Shawn Pehrson, members of the community. <br /> <br />June 21, 2016, Agenda <br />A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve <br />the agenda for June 21, 2016, motion passed. Agenda approved. <br /> <br />Minutes <br />Councilmember Bosak made a motion, seconded by Councilmember Artig-Swomley to approve the <br />minutes for the May 17, 2016, City Council meeting, motion passed. Minutes approved. <br /> <br />Committee Reports <br />None. <br /> <br />Old Business <br />Newsletter ideas: flag pole dedication, recycling, positions up for re-election, moratorium, watershed <br />report/article/VLAMO to be written by Councilmember Lindner, 2017 budget, 24 Hillary Artesian Home <br />Tour, citizen petition for sewer on Otter Lake Road. <br /> <br />Public Hearing <br />None <br /> <br />New Business <br />Revoke Ordinance 127 for notice <br />Councilmember Lindner made a motion, seconded by Councilmember Artig-Swomley to revoke <br />Ordinance 127 for short notice. Motion passed. <br /> <br />Temporary Ordinance 128 – Interim Ordinance to establish a moratorium <br />Councilmember Lindner made a motion, seconded by Councilmember Artig-Swomley to approve <br />Temporary Ordinance 128 – Interim Ordinance to establish a moratorium. A brief discussion about the <br />length of the moratorium and clarification of variance provision took place. Vote was taken, all ayes <br />with Mayor Uzpen abstaining. Motion passed. <br /> <br />Otter Lake petition for sewer from Lori Kirchhamer <br />Shawn Pehrson and Lori Kirchhamer presented the results of Ms. Kirchhamer’s petition for sewer. The <br />petition is still in progress, clarification of assessments were discussed. The petition will be brought back <br />to the July 19, 2016, City Council meeting. <br /> <br />
