HomeMy WebLinkAbout2016 06-21 CC MinutesCity of Gem Lake City Council Meeting minutes, June 21, 2016 Page 1 City of Gem Lake City Council Meeting – June 21, 2016 Meeting Minutes Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Bosak and Lindner and Kuny were present. Others in attendance: Jonathan Beseman and Mike Donnelly, Waste Management, Justin Gese, City Engineer, Patrick Kelly, City Attorney, Paul Emeott, Tom Hansen, Lori Kirchhamer and Shawn Pehrson, members of the community. June 21, 2016, Agenda A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve the agenda for June 21, 2016, motion passed. Agenda approved. Minutes Councilmember Bosak made a motion, seconded by Councilmember Artig-Swomley to approve the minutes for the May 17, 2016, City Council meeting, motion passed. Minutes approved. Committee Reports None. Old Business Newsletter ideas: flag pole dedication, recycling, positions up for re-election, moratorium, watershed report/article/VLAMO to be written by Councilmember Lindner, 2017 budget, 24 Hillary Artesian Home Tour, citizen petition for sewer on Otter Lake Road. Public Hearing None New Business Revoke Ordinance 127 for notice Councilmember Lindner made a motion, seconded by Councilmember Artig-Swomley to revoke Ordinance 127 for short notice. Motion passed. Temporary Ordinance 128 – Interim Ordinance to establish a moratorium Councilmember Lindner made a motion, seconded by Councilmember Artig-Swomley to approve Temporary Ordinance 128 – Interim Ordinance to establish a moratorium. A brief discussion about the length of the moratorium and clarification of variance provision took place. Vote was taken, all ayes with Mayor Uzpen abstaining. Motion passed. Otter Lake petition for sewer from Lori Kirchhamer Shawn Pehrson and Lori Kirchhamer presented the results of Ms. Kirchhamer’s petition for sewer. The petition is still in progress, clarification of assessments were discussed. The petition will be brought back to the July 19, 2016, City Council meeting. City of Gem Lake City Council Meeting minutes, June 21, 2016 Page 2 S.E.H. proposal for Sewer for Otter Lake Road Justin Gese, City Engineer, clarified the two map proposals for sewer on Otter Lake Road and parts of the east end of Goose Lake Road. Noted due to a scheduling conflict, Mr. Gese will not be attending the July 19, 2016, meeting. Resolution 2016-10 Waste Management Contract for Recycling An RFP was sent out for pick-up of recyclables for the City of Gem Lake. Waste Management, our current hauler, responded. Our current contract with Waste Management expires in September, 2016. Councilmember Lindner made a motion, seconded by Councilmember Artig-Swomley to approve Resolution 2016-10 Waste Management Contract for Recycling. Motion passed. Discussion on Flag Raising Ceremony at the July City Council meeting The council agreed that the new flag/pole dedication would be at the July, 2016, City Council meeting. The V. F. W. has agreed to host the ceremony. Refreshments will be served. Claims for June, 2016 A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve the claims for June, 2016. Motion passed. Monthly Financial Reports Approved. Noted that the 2017 preliminary budget would be discussed at the August, 2016, City Council meeting. Presentations from the Public Paul Emeott asked about the fog lines for Scheuneman Road. The center line has been completed however the fog lines are not done. Ms. Tessier will check with Ramsey County Public Works as to the status. Stated that SAC monies can be used for sewer installation. SAC monies will be part of the July City Council workshop. Open Items for Councilmembers to bring up Councilmember Artig-Swomley compared the fees that White Bear Township charges for an accessory building compared to the Gem Lake fee. Mayor Uzpen noted that a file has been created for fee schedule discussion. Council briefly discussed how sewer and water are assessed.
