HomeMy WebLinkAbout2016 08-23 CC MinutesCity of Gem Lake City Council Meeting minutes, August 23, 2016 Page 1 City of Gem Lake City Council Meeting – August 23, 2016 Meeting Minutes Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Bosak and Lindner were present. Councilmember Kuny was excused (ill). Others in attendance: Ron Bartosch Tom Bolfing, Justin Gese, S.E.H., Paul Emeott, Patrick Kelly, City Attorney, Tom Kelly, City Finance Director and Kevin Muramatsu. August 23, 2016, Agenda A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve the agenda for August 23, 2016, motion passed. Agenda approved. Minutes Councilmember Artig-Swomley made a motion, seconded by Councilmember Lindner to approve the minutes for July 19, 2016, minutes approved, motion passed. Committee Reports None. Old Business Newsletter ideas –2017 budget, MS4, Senior Housing Day October 1, flag raising, election information, quarterly recycling report. Public Hearing 2017 Draft Budget Tom Kelly, City Finance director reviewed the 2017 draft budget. Mayor Uzpen called the public hearing at 7:20 p.m., no comments, public hearing closed at 7:21 p.m. A motion was made by Councilmember Lindner to pass Resolution 2016-10, draft budget for 2017. Seconded by Councilmember Artig-Swomley. Voice vote was taken, all yea votes. Motion passed. New Business Sewer and Water Ordinance 129 Ordinance 129 outlines city sewer and water, if a citizen wants to hook up to city sewer and water and has not previously been assessed Ordinance 129 outlines steps to do so. The Planning Commission at their August 2, 2106, recommended approve of Ordinance 129. A motion was made by Councilmember Lindner, seconded by Councilmember Bosak to approve Ordinance 129 with a correction to page 3, replacing the wording connections with sewer required to connections with water required. Motion passed. Ordinance 130 A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Bosak to opt out of Ordinance 130, noted that the recommendation from the Planning Commission at their August 2, 2016, meeting was to opt out, motion passed. City of Gem Lake City Council Meeting minutes, August 23, 2016 Page 2 Conditional Use Permit – 1430 Goose Lake Road Councilmember Artig-Swomley left the council table and sat in the audience during discussion of 1430 Goose Lake Road. Planning Commission at their August 2, 2016, meeting recommended approval of the Conditional Use Permit for 1430 Goose Lake Road. Permit is to increase the size of a three car garage. A motion was made by Councilmember Lindner, seconded by Councilmember Bosak to approve the conditional use permit for 1430 Goose Lake Road, motion passed. Discuss and take action on the septic systems for Kirchhamer and Pehrson Discussion took place regarding the time line and opportunities for 4170 and 4140 Otter Lake Road properties to resolve their septic systems. Councilmember Artig-Swomley made a motion, seconded by Councilmember Lindner to have the city attorney take legal action on 4170 and 4140 Otter Lake Road to present a plan to fix their septic systems. Motion passed. Claims for August, 2016 A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve the claims for August, 2016. Motion passed. Monthly Financial Reports Approved. Presentations from the Public Kevin Muramatsu, Village Pine Custom Gunsmithing presented a plan to open a gun smithing business at 1595 E. Co. Road E. Currently a moratorium is in place and no conditional use permits are allowed. Tom Bolfing, Gem Lake resident, asked about the status on updating the bow hunting ordinance. Open Items for Councilmembers to bring up Councilmember Lindners’ work group on the Gateway Ordinance will meet again September 1. Next Meetings City of Gem Lake Workshop, Monday, September 12, 7:00 p.m. – cancelled Next City Council meeting, Tuesday, September 20, 7:00 p.m. Adjournment Being there no further business, following a motion by Councilmember Lindner, seconded by Councilmember Bosak, the meeting adjourned at 8:21 p.m. Respectfully submitted, Gloria Tessier
