City Council Meeting – September 20, 2016
Meeting Minutes
Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Bosak, Kuny and
Lindner were present. Others in attendance: Justin Gese, S.E.H., Nate Fair, Beth and Tom Hansen,
Patrick Kelly, City Attorney, Ron Leaf, S.E.H., Kevin Muramatsu, Brad Naylor, Len Pratt, Terry Soukkala
and Ty Sheridan.
September 20, 2016, Agenda
A motion was made by Councilmember Bosak, seconded by Councilmember Artig-Swomley to approve
the agenda for September 20, 2016, motion passed. Agenda approved.
Minutes
Councilmember Artig-Swomley made a motion, seconded by Councilmember Lindner to approve the
minutes for August 23, 2016, minutes approved, motion passed.
Minutes – Planning Commission
Councilmember Artig-Swomley made a motion, seconded by Councilmember Bosak to approve the
Planning Commission meeting minutes for August 2, 2016, motion passed. Minutes approved.
Committee Reports
None.
Old Business
Newsletter ideas –2017 budget, MS4, update on moratorium, Lundy secret garden wedding, Sheriff
report, CERT program, elections?
Public Hearing
MS 4 Report
Mayor Uzpen called the public hearing at 7:24 p.m. for public comment, no comments, hearing closed at
7:26 p.m.
New Business
MS 4 Report – Resolution 2016-11 approval of MS4 Report
Ron Leaf, S. E. H., updated the council on the MS4 program. The city should expect an audit by the
MPCA within the next 1 – 3 years. A motion was made by Councilmember Artig-Swomley to pass
Resolution 2016-11, MS4 report. Seconded by Councilmember Lindner. Motion passed.
Ramsey County Sheriff’s Department discussion on needs and 2017 budget
Terry Soukkala, Undersheriff for the Ramsey County Sheriff’s Department gave an overview of the
Sheriff’s Department, budget projections and community outreach.
Approve Contract with Waste Management for Recycling
Councilmember Artig-Swomley made a motion to approve the recycling contract with Waste
Management, seconded by Councilmember Lindner. Motion passed.

Discuss S.E.H. Project plan for 2018 Comp Plan
Council discussed the proposed budget for the 2018 Comp Plan. Suggested that the council play a
bigger role to cut costs. The Council agreed that the December 12, 2016, City Council workshop, will be
devoted to the 2018 Comp Plan. The Council also agreed to have any comments, questions or agenda
items to Mr. Gese by Friday, November 4th, in order to plan for the workshop.
Gem Lake Sewage Treatment Ordinance (67D)
Attorney Kelly’s office drafted a new sewage treatment ordinance formatted using the City of
Maplewood’s ordinance that was passed in 2014. A motion was made by Councilmember Lindner,
seconded by Councilmember Artig-Swomley to forward the proposed Gem Lake Sewage Treatment
Ordinance (67D) to the Minnesota Pollution Control Agency (MPCA) for their review. Motion passed.
Claims for September, 2016
A motion was made by Councilmember Lindner, seconded by Councilmember Bosak to approve the
claims for September, 2016. Motion passed. Noted that $2,500.00 is currently in the gambling fund,
discussed possible donations, agreed to make a donation to the White Bear Lake Food Shelf.
Monthly Financial Reports
Approved.
Presentations from the Public
Nathan Fair, asked for update on the moratorium, handled out a new proposed development for the
Hansen property on County Road E. Noted Landmark has as outstanding bill of $12,000 to the City of
Gem Lake. Kevin Muramatsu, Village Pine Custom Gunsmithing asked about a zoning ordinance
amendment.
Open Items for Councilmembers to bring up
Councilmember Lindners’ work group will be meeting twice a month, working on a land use ordinance
and are making progress.
Brad Naylor, citizen, would like to apply to be on the Planning Commission. An application will be
emailed to Mr. Naylor.
Mayor Uzpen suggested that city look into buying the property on Goose Lake Road that is for sale for a
park. Tabled discussion and will add to October, 2016, City Council meeting agenda.

City of Gem Lake Workshop, Monday, October 11, 7:00 p.m. – cancelled
Next City Council meeting, Tuesday, October 18, 7:00 p.m.
Adjournment
Being there no further business, following a motion by Councilmember Lindner, seconded by
Councilmember Bosak, the meeting adjourned at 8:55 p.m.
