City of Gem Lake
City Council Meeting – October 18, 2016
Meeting Minutes
Mayor Uzpen called the meeting to order at 7:01 p.m. Councilmembers Artig-Swomley, Bosak, Kuny and
Lindner were present. Others in attendance: Justin Gese, S.E.H., Isaac Nelson and Anthony
Scornavacco.
October 18, 2016, Agenda
A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Bosak to approve
the agenda for October 18, 2016, motion passed. Agenda approved.
Minutes
Councilmember Bosak made a motion, seconded by Councilmember Artig-Swomley to approve the
minutes for September 20, 2016, motion passed. Minutes approved.
Committee Reports
None.
Old Business
Newsletter ideas – election results, 2017 budget, MS4, Lundy secret garden wedding photos and story,
CERT program, food shelf donation bin at city hall.
New Business
Approval of Ordinance 67D revised SSTS System
A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve
Ordinance 67D with formatting corrections and adding a table of contents. Motion passed.
Resolution 2016-13 Snow Plowing
A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve
Resolution 2016-13 with the correction of the period of October 2016 through September 2017, motion
passed. Resolution approved.
Resolution 2016-12 Resolution certifying delinquent sewer bills
A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Bosak to approve
Resolution 2016-12 certifying delinquent sewer bills. Motion passed. Resolution approved.
Resolution 2016-14 White Bear Lake Food Shelf
A motion was made by Councilmember Bosak, seconded by Councilmember Artig-Swomley to approve
Resolution 2016-14, White Bear Lake Food Shelf donation. Motion passed. Resolution approved.
2016 Scornavacco/Garrett Deer Hunt
A motion was made by Councilmember Bosak, seconded by Councilmember Artig-Swomley to approve
the Scornavacco/Garrett Deer Hunt on October 28, 29, 30, November 18, 19, 20 and December 2, 3, 4,

2016. Council asked Mr. Scornavacco to follow up after the hunt with more detail about the results of
the hunt. Mr. Scornavacco agreed. Motion passed. 2016 Scornavacco/Garrett Deer Hunt approved.
Claims for October, 2016
A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve
the claims for October, 2016. Motion passed.

Approved.
Presentations from the Public
none
Open Items for Councilmembers to bring up
Councilmember Lindners’ work group on a land use ordinance is making progress. Anticipated that at
the December Planning Commission meeting they should have a working draft to work on with the
Planning Commission. Mayor Uzpen is working on the 2017 budget. Council briefly discussed Hansen
property on County Road E.
Next Meetings
City of Gem Lake Workshop, Monday, November 14, 7:00 p.m. – cancelled
Next City Council meeting, Tuesday, November 15, 7:00 p.m.
Adjournment
Being there no further business, following a motion by Councilmember Artig-Swomley, seconded by
Councilmember Lindner, the meeting adjourned at 8:04 p.m.
