City Council Meeting – November 15, 2016
Meeting Minutes
Mayor Uzpen called the meeting to order at 7:02 p.m. Councilmembers Artig-Swomley, Bosak and
Lindner were present. Councilmember Kuny was excused. Others in attendance: Ben Johnson,
Planning Commission Chair, Angie Calderon, Joseph Corado, Alejandro Ruiz, High Tech Auto, Tom Kelly,
Finance Director.
November 15, 2016, Agenda
A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Bosak to approve
the agenda for November 15, 2016, motion passed. Agenda approved.
Minutes
Councilmember Artig-Swomley made a motion, seconded by Councilmember Lindner to approve the
minutes for October 18, 2016, motion passed. Minutes approved.
Committee Reports
Ben Johnson, Planning Commission chair presented an overview of the November 1, 2016, Planning
Commission meeting. The commission reviewed ordinance 124B Deer hunting. The commission asked
for clarification on two items; adding 50 more feet to the deer stand distance and even number year
hunts. Commission was opposed to the even number year hunts.
Old Business
Newsletter ideas – final budget, election results, recycling article, cert program, food shelf donation bin
at City Hall, winter parking, Millie LaBathe passing, request for Planning Commission members and
underpass open under 35E at Goose Lake Road.
Public Hearing
2017 City Budget
Tom Kelly, Finance Director, White Bear Township, presented an overview of the City of Gem Lake’s
2017 budget. Mayor Uzpen opened the public hearing at 7:44 p.m., no comments were received, the
public hearing closed at 7:46 p.m.
New Business
Resolution 2016-15 2017 Adopting the Final General Fund Budget and Final Amount to be raised by
property taxation for the Year 2017
A motion was made by Councilmember Bosak, seconded by Councilmember Lindner to approve
Resolution 2016-17 Final General Fund Budget and Final Amount to be raised by Property Taxation for
the Year 2017. A voice vote was taken, 4 yes, 0 no. Motion passed. Resolution approved.
Resolution 2016-16 Reducing Tax Levy Pursuant to Minnesota Statutes Section 475.61
A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Bosak to approve
Resolution 2016-16 Reducing Tax Levy Pursuant to Minnesota Statutes Section 475.61, a voice vote was
taken, 4 yes, 0 no, motion passed. Resolution approved.

Resolution 2016-17 2016 Election Certification
A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve
Resolution 2016-17 216 Election Certification. Motion passed. Resolution approved.
Revised Deer Hunting Ordinance 124B/Deer Hunting Discussion on the Scornavacco/Garrett Property
Discussion – changes in current procedures - require property owners to apply earlier, notice of hunts in
newsletter, web site and U.S. mail, failure to comply with permit, permit is revoked, deer stands will be
placed in locations on map submitted, moving or relocation will require a reapplication, no deer stands
allowed by walking paths. A motion was made by Councilmember Lindner, seconded by
Councilmember Artig-Swomley to approve Ordinance 124B with the following changes, removal of
4.1.11. A voice vote was taken, Artig-Swomley, Bosak and Lindner – yes, Mayor Uzpen – no. Ordinance
124 B approved with changes.
2017 Fire Service Contract addendum
A motion was made by Councilmember Linder, seconded by Councilmember Artig-Swomley to approve
the 2017 Fire Service Contract addendum. Motion passed. Contract addendum approved.
Resolution 2016-18 –Ramsey County Score Grant
A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Bosak to approve
Resolution 2016-18 – Ramsey County Score Grant. A voice vote was taken, 4 yes, 0 no. Motion passed.
Resolution approved.
Claims for November, 2016
A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve
the claims for November, 2016. Motion passed.

Open Items for Councilmembers to bring up
Council agreed to make another donation of $1,000 to the White Bear Lake Area Food Shelf. A food
shelf bin will be located at City Hall. Noted that Give to the Max Day is November 17, 2016.

City of Gem Lake Workshop, Monday, December 12, 7:00 p.m. – agenda items – fee schedule and S.E.H.
Next City Council meeting, Tuesday, December 20, 7:00 p.m.
Adjournment
Being there no further business, following a motion by Councilmember Artig-Swomley, seconded by
Councilmember Bosak, the meeting adjourned at 8:25 p.m.
