City Council Meeting – December 20, 2016
Meeting Minutes
Mayor Uzpen called the meeting to order at 7:02 p.m. Councilmembers Artig-Swomley, Bosak, Kuny and
Lindner were present. Others in attendance: Ben Johnson, Planning Commission Chair, Patrick Kelly,
City Attorney, Paul Emeott, Nate Fair, Landmark Development/Hanson Builders, Justin Gese, City
Engineer, Andy Gitzloff, Ramsey County Regional Rail, Tom Hansen, Alejandro Lopez and Alejandro Ruiz,
High Tech Auto,

A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Bosak to approve
the agenda for December 20, 2016, motion passed. Agenda approved.
Minutes
Councilmember Artig-Swomley made a motion, seconded by Councilmember Lindner to approve the
minutes for November 15, 2016, motion passed. Minutes approved.

Newsletter ideas – Goals for 2017, accomplishments of 2016, comp plan update, Rush Line, White Bear
Lake Food Shelf donation and drop off box, wedding at the Daniels Estate.

New Business
Resolution 2016-19 – Donation to White Bear Lake Food Shelf
A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve
Resolution 2016-19 donation to the White Bear Lake Food bank. Motion passed. Resolution approved.
High Tech Auto CUP Renewal
A condition of High Tech Auto’s conditional use permit is that High Tech apply yearly to renew their CUP.
No concerns or complaints have come in regards to High Tech Auto. Councilmember Lindner made a
motion to renew High Tech Auto’s CUP for 2017, Councilmember Bosak seconded, Motion passed. High
Tech Auto Conditional Use Permit was approved for 2017.
Rush Line, Andy Gitzloff, Ramsey County Regional Rail
Mr. Gitzloff updated the Council on progress on the Rush Line Pre-Project Development Study. Citizens
who wish to provide input should do so one of Rush Line’s social media sites, twitter, facebook,
www.rushline.org or 651 266-2760.

Fee Schedule
Council reviewed the current fee schedule. Agreed to change the fee schedule for the conditional use
permit, rezoning permit and PUD to mirror what White Bear Township charges. Agreed to have
Attorney Kelly draft a letter similar to the Township’s attachment for permits.
Goose Lake Road Property
Council discussed the possible purchase of 1633 Goose Lake for a possible park. Mayor Uzpen would
contact the current owner to inquire about purchasing.
Hansen Property
A motion was made by Councilmember Bosak, seconded by Councilmember Artig-Swomley to table
discussion about the Hansen property till the March City Council meeting. Motion passed. Discussion
took place about the status of the ordinances review and comprehensive plan. Another motion was
made by Councilmember Bosak and seconded by Councilmember Artig-Swomley to reconsider the table
date and move the discussion take place at the February City Council meeting, voice vote was taken,
Councilmembers Artig-Swomley and Bosak, yes votes, Councilmember Lindner, Kuny and Mayor Uzpen
voted no. Motion stayed, discussion tabled till March, 2017, City Council meeting.
Claims for December, 2016
A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve
the claims for December, 2016. Motion passed.
Monthly Financial Reports
Approved.
Presentations from the Public
Nate Fair, Landmark Development/Hanson Builders inquired about the status of the moratorium and
presented two options for development on the Hansen property. The ordinance review committee
anticipated that they might get the ordinances completed by the end of December, which due to work
commitments, time constraints and schedules, did not occur, noted that the moratorium is in place till
June, 2017.
Open Items for Councilmembers to bring up
A food shelf bin is now located at City Hall.

17th, 7:00 p.m.
Adjournment
Being there no further business, following a motion by Councilmember Lindner, seconded by
Councilmember Bosak, the meeting adjourned at 9:13 p.m.
