Tuesday, February 17, 2015, 7:00 p.m.
Gem Lake City Hall, 4200 Otter Lake Road, Gem Lake, Minnesota
Mayor Uzpen called the meeting to order at 7:01 p.m. Councilmembers Artig-Swomley, Bosak, Kuny and
Lindner were present. Others in attendance: Justin Gese, S.E.H.; Patrick Kelly, City Attorney; Paul
Emeott, resident.
February 17, 2015, Agenda
Mayor Uzpen called for acceptance of the February 17, 2015, City Council agenda. Motion made by
Councilmember Artig-Swomley, seconded by Councilmember Bosak, Agenda approved by 5-0 vote.
January City Council meeting minutes
Upon a motion made by Councilmember Bosak, seconded by Councilmember Lindner, January 20, City
Council meeting minutes were approved 5-0 with no corrections and/or additions.
January Special City Council meeting minutes
Upon a motion made by Councilmember Lindner, seconded by Councilmember Artig-Swomley the
January 28th Special City Council meeting minutes were approved 5-0 with no corrections and/or
additions.
Committee reports
No Committee reports.
Old Business
Newsletter – Councilmember Artig-Swomley would like to do a feature articles on one or two new
residents of Hilary Farms, profile on the recently passed Arcand resident, Conditional Use Permit for
New Trax, Sheriff Deputies and the new power line to be written by Councilmember Lindner.
Update on Phase 2 Work from S.E.H.
Phase 2; Environmental Site Assessment for Hoffman Corners was presented to the City Council by
Justin Gese from S.E.H. A copy of the assessment is available for viewing at the Gem Lake City offices.
The City Council authorized S.E.H. enter into a discussion with the City of Vadnais Heights in regard to
the water connection pipes requirements. The Council asked that the result of the discussion be put in
writing for the City Council.

Resolution 2015-02; Create Escrow for Residential Fire Loss
Councilmember Lindner made a motion to table Resolution 2015-02 to the March 17th, City Council
meeting, seconded by Artig-Swomley. Attorney Kelly agreed to provide more information to the
Council.
Bond re-funding
Tabled till March 17th, City Council meeting. Tom Kelly will be invited to provide background information
to the Council.
Claims for February, 2015
Upon motion of Councilmember Artig-Swomley, seconded by Councilmember Lindner, claims were
approved for February, 2015.
Presentations from the Public
Resident Paul Emeott asked about assessment for the Scheuneman Road project that took place in
2004; would that be on 2015 taxes? Staff agreed to check with Property Records and Revenue as to the
end date (note: Scheuneman Road assessments for street reconstruction financial obligations will end
with the 2015 taxes for those residents who had assessments assessed to their property taxes). He also
mentioned that the past weekend while assisting his granddaughter in selling Girl Scout cookies on
Scheuneman Road that addresses weren’t visible. Councilmember Artig-Swomley stated that city
newsletter reminds residents to visibly post their addresses. The Mayor thanked Mr. Emeott for his
input/concerns.
Adjournment
There being no further business upon motion by Councilmember Artig-Swomley, seconded by
Councilmember Bosak, Mayor Uzpen adjourned the meeting at 8:29 p.m.
