City of Gem Lake City Council Meeting Minutes
Tuesday, May 19, 2015, 7:00 p.m.
Gem Lake City Hall, 4200 Otter Lake Road, Gem Lake Minnesota
Mayor Uzpen called the meeting to order at 7:01 p.m. Councilmembers Artig-Swomley, Bosak,
Kuny and Lindner were present. Others in attendance: Nick Anhut, Ehlers and Associates,
Inc.; Justin Gese, S.E.H; Gina Fiorini, Kennedy & Graven; Tom Kelly, City Treasurer; Chad
Lemmons, City Attorney; Janna Severance, Presbyterian Homes; Paul Emeott, resident; Carl
Bille, Rachel Darling, Shannon Lucey and Kevin Towner, student observers.
May 19, 2015, Agenda
Upon motion made by Councilmember Jim Lindner, seconded by Councilmember Artig-
Swomley, Agenda approved by 5-0 vote.
Minutes, April 21, 2015
Upon motion by Councilmember Artig-Swomley, seconded by Councilmember Lindner, the
minutes from the April 21, 2015, city council meeting were approved with no changes. Motion
passed.

Newsletter ideas
New resident in Hillary Farms whose home is going to be in the Luxury Home Tour later this
year, public hearing – June 16, 2015, Water in the business district, road maintenance update,
road closing update – Councilmember Lindner to write, new resident on Goose Lake road.
S.E.H. Presentation Final Water Feasibility Report
Justin Gese from S.E.H. presented the final water feasibility report. The final report includes
revisions to add water to both sides, costs increases and preliminary assessment costs. The
project is still on track for completion by the end of 2015.

Upon motion made by Councilmember Artig-Swomley, seconded by Councilmember Bosak,
the date of June 16, 2015, was set for the improvement hearing Resolution 2015-08 and
approved the final water feasibility report. Motion passed.
Approval of Private Activity Revenue Bond Funding
A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Bosak to
approve the policy for the Private Activity Revenue Bond Funding. Motion passed.
A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley
to approve a public hearing for June 16, 2015, for the issuance of the bond for Presbyterian
Homes. Motion passed.
Refinancing of the City Bond Resolution 2015-07
Nick Anhut from Ehlers and Associates, Inc. updated the council on refinancing of the city
bond. A motion was made by Councilmember Lindner, seconded by Councilmember Artig-
Swomley to accept Refinancing of the City Bond Resolution 2015-07, motion passed.
Claims for May, 2015
A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Bosak to
accept the claims for May, 2015. Motion passed.
Monthly Financials
Tom Kelly, City Treasurer updated the council on the financials, including a quarterly financial
statement which he will be continue to do in the future. A brief discussion ensued about
charitable gambling proceeds processing. Council agreed to disburse $3,000 to the Willow Lane
School literacy fund.
Presentations from the Public
Chad Lemmons, City Attorney, stated that Pete Sampair, Sampair Appraisals, who was
solicited to do appraisals on business district properties disclosed that he did prepare an
appraisal for the Birkeland properties. Mr. Sampair inquired if the council considered the
action as a conflict of interested. Councilmembers agreed that it wasn’t a conflict of interest.

Councilmember Lindner stated that the bridge over Goose Lake road will be closed in July for
14 months. More information about this construction project will be covered in the next issue of
Gem Lake News.
Adjournment
There being no further business upon motion by Councilmember Lindner, seconded by
Councilmember Artig-Swomley, Mayor Uzpen adjourned the meeting at 7:46 p.m.
